Non-Budgeted Expenditures

Mayor and Council,
I am increasingly concerned with the amount of non-budgeted funds that are being spent at what appears to be every other Council meeting.
Would it be possible to get a tally of such expenditures by item thus far in FY 2013, AND have this tally appear in an new information section of each Council agenda packet ?
