Did Council Violate Sunshine Laws?

Did Council violate Sunshine laws meeting as they did at Halifax Medical to have their spines removed ?
Is there any other explanation. I mean come on folks last week we were treated to the embarrassing medians episode and the most outrage Council was able to muster was councilman Ford asking the Manager if he would please develop a plan to care for the medians ,,,,, and this week we are treated to grass and weeds growing out of the gutters at our fire stations and not a peep out of any of them.
I wonder what plan councilman Ford will request this week
