Given the complexities encountered in the Design Build confusion, the limited square footage/for the cost, the questionable priority of the “Yoga Garden”, and the delays already encountered, I would appreciate reconsideration of the entire design build approach.
Since we have already missed our deadline relative to LA Fitness, I would also appreciate reconsideration of the current plan — having talked in recent weeks with a number of Y members who use the Y, they were clear that they preferred increase in exercise space, updating of shower facilities over amenities such as the Yoga garden.
If we proceed forward, let’s hire a design firm and do the planning right before we put out the building contract.
On a sore topic, are we ever going to get our purchasing procedures working properly? Again, is there anything that Council can do to assist in getting purchasing processes on track?

Bob:
I am hopeful that the funding decision will result in a policy discussion about what priorities should be funded with the limited financial resources.
Part of the purchasing challenge is that they changed the requirements for purchase orders and didn’t properly communicate to the internal customers the modifications. The changes are needed but it has created frustrations. In addition, Finance changed the year-end carry forward procedures for dollars already encumbered for purchases which required the Departments to allocate FY14 dollars to expenses/programs allocated in FY13. We believe we have resolved those issues.

Do I have this right? We are proceeding on a yoga Garden, but still need to have policy decisions made?

Reading the RFP materials
It is not a garden for doing YOGA! It has nothing to do with yoga it is just an outdoor social area. That is according to the documents I was reading from the RFP or the original plans submitted last year or first of this year.
Given that it may be popular to set in a three sided concrete box outdoors with only a few “outdoor” ceiling fans this portion is not for expanded capacity, it is to be a social area.
