The election cycle for 2014 is quickly becoming a realty with a number of individuals preparing the paperwork to run for City Council positions. The following guidelines from the Civil Services Rules and Regulations are being provided to you so everyone can be informed on the expected conduct during the campaign season.

Below is the Civil Service Rules and Regulations Section 10.02: Political Activity as you requested:
10.02 Political Activity
All employees are entitled to exercise their rights as citizens to express their opinions on all political subjects and candidates, to vote as they choose, to hold membership in and support a political party, to maintain political neutrality, and to attend political meetings.
Employees may not:
a. Participate in partisan political activity prohibited under the provisions of the Hatch Act or any amendments made thereto. Any employee who is not subject to the Hatch Act shall be granted a leave of absence without pay not to exceed four (4)
months for the purpose of seeking an elective public office in a partisan election.
b. Participate in the management, affairs, or political campaign of any candidate for political office during work hours.
c. Solicit any assessments, contributions, or services for any political party during work hours.
d. Use official authority or influence for the purpose of interfering with or affecting the results of any election or nomination for office.
