UPS Golf Carts on City Roads

This is fine but but I saw this same guy out on 35MPH 2 lane Spruce Creek rd.   I asked before and know the state statue allows the city to regulate this.  Can we get these carts regulated to 25MPH residential, let them on bike paths and cross roads, just not driving on faster heavy traffic roads like Herbert, Willow Run, Madeline, Town Park and Countryside just to name a few.
Someone is gonna get in an accident.
