Please consider this an FOIA request for the following topics:  I am seeking documents, manuals, policies, job descriptions, etc. that specify the City of Port Orange’s design, implementation and monitoring of internal financial controls.  I sent an email to Wayne Saunders and Greg Kisela asking for a brief text description on the City of Port Orange’s design, implementation and monitoring of internal controls on April 24, 2014. To date, I have received nothing back from either gentleman.  I would have appreciated the courtesy of some kind of reply.  This was not a frivolous or partisan question.  It’s a nuts and bolts question about how our city as an entity guarantees that taxpayers’ money and assets are properly managed.

My request: is it possible to enable me to understand as a taxpayer and as someone who wants to become informed, for Wayne to send me with a cc to Greg a text explanation of our internal controls, who implemented them, who updates them and who monitors them?  Not by employee name but by function.  Layman’s terms.  So I can be confident that we are “directionally correct”.  I think such an email would be of great use to our taxpayers, those who follow city government, help us clarify terms and all get on the same page.
So Robin, I regret having to put this on you, but I do not know another way to proceed.  I have read the muni code and can find nothing that specifically applies to my question.  I would assume a good place to start would be with an accounting policy and procedures manual.   Am assuming we have something similar in name to that title that governs the financial activities of the city.
I will be attending Audit and Budget meetings regularly as a citizen observer.  These requested city documents will help me understand how our city governs its finances and how it plans to protect taxpayers from the costly errors and omissions that have occurred in the recent past.  I know there are costs to this request.  Please get me an estimate.
