What is wrong with the Port Orange city Council that they are permitting Kisela to attempt to  cover-up the cover-up of deceit  by employing the  ex Manager and current ICMA  Range Rider  Dick Kelton  who recommended Kisela to the City of Port Orange in the first place to investigate deception and other wrongdoing  on the part of the  overpaid,  under qualified ex-managers Kisela has installed as the directors of Finance and Utilities.
While such action on the part of Kisela is improper, unethical  and likely illegal, I do understand his motivation.   He wants to delay and cover up the rank incompetence and deceit  of the MIT’s ( Managers in Trouble ) that he hired to likely collect his lifesaver award.   I get Kisela only too well.
But what of Council.  What is wrong with them?  To a man they must know that if you want to get the truth out of anyone in circumstances such as these you put them under oath and record their deposition.
That could be done by suppertime with one call to the Sheriff’s office.  But that is not going to happen just like it did not happen with the water billing debacle with the former Manager and his Finance director 2 years ago.  Kisela is right up to his armpits in deceiving Council by his own omission and should be removed from this investigation.     
To  learn this morning that  Allen, Dennis, Don,  Bob and Drew  knew of Kisela’s  plan before last evenings Council meeting  AND SAID nothing at that meeting is beyond distressing.  Their  silence last evening was their tacit approval for a Manager  right up to his armpits in deceiving the People  that Council is  supposed to represent to get started  on covering up the cover-up.
 As many of you know I have collected largely useless bull sh$t answers from Finance and the Manager’s office for years  and for the most part that is exactly what those answers have been.  BUT THERE  was one instance when Finance told the truth and was the day the Comptroller was placed under oath and questioned by Warren Pike’s attorney in his public hearing before the City’s  Civil Service Board.
To  say the answers given that day were a lot more forthright  would be an understatement.
If Council cannot find backbone enough to insist that the Sheriff’s office  conduct depositions of these deceitful phonies,    let them at least save Kelton the drive down from Jacksonville  and have Saunders  and Yarboroughs wives conduct  the investigations  —  after all they know them better than  Kelton  AND  the results will be just as believable.

    Like the fox guarding the hen house. 0 ethics. Why don’t we let the CM and the misfits in trouble investigate themselves?

    This is sad. Council has been warned several times about improprieties. Management has been advised and now they have shut down the employees. City employees cry out on this blog as well but must remain annonymous or they would quickly be fired. The bad news will continue and the Master of the cover up has taken the Council under his spell.
    What ever happened to the report the taxpayers were promised to receive in 30-45 days pertaining to the Bike Week city boil water notice? How much did we pay for that? Again nothing in return except a payday for one of Kisela’s buddies. I would like to give council the same finger that Kisela gave them. I have lost faith in them as well and now they are more of a part of our problem than to a solution to it. Thanks for Nothing!
    This management team that has been assembled sucks. They do play follow the leader very well though. Stay tuned to your local Council. More bad news is on the way. After reading this perhaps they already know. Perhaps we should build a larger confinement facility. The list is getting larger by the day.

    What the council does not understand is that Kisela is arrogantly laying the groundwork for a plethora of lawsuits against the city by the hostile work environment he and his MIT’s are creating and he is so vehemently defending. Does the council support the CM’s declaration of war on over 500 city employees? Do they understand that his employee climate survey served its purpose of mapping the disgruntlement within the organization and systematically disenfranchising the strongest employees who still stand for the integrity and justice that Port Orange is supposed to represent?
    Do our council people give Kisela carte blanch to hire fired retreads that he has networked with in the fraternal organization and private club that facilitates their members malfeasance? Is he allowed to hire individuals with salaries in excess of $100,000 a year with no application or background investigation on file in spite of the clear evidence that has been presented that they have been ejected from previous city jobs for serious offences? Will he be allowed to shamelessly whitewash their current malfeasance and the imminent unequivocal evidence of their recidivism and current perpetration of similar malfeasance in our organization? Is council supporting the monarchal elitism of the mayor and Kisela to operate as a law unto their selves and operate with unconscionable deception with impunity?
    If so, than they will force the hand of employees and citizen activists that fully support them to action outside the bounds of what has become a corrupt organization. The city officials that we have voted in are now turning against their constituency and aiding and abetting the city manager in facilitating his investigation of himself and his MIT’s by the same organization that has awarded him the Lifesaver award to hire these retreads. To date their are no less than a dozen legitimate lawsuits that will come to fruition by either employee public or private representatives simply because the council supports and facilitates corruption and there is no end in sight. If the council expediently put an end to this farce and this city manager’s folly immediately their might be time to redeem the workforce infrastructure and gain the confidence back of the stakeholders who have voted them into office.

    Greg Kisela’s receiving of the Lifesaver award couldn’t have come at a more portentous time. What a synchronicity, or may I say an acausal karmic precipitation. This is not a coincidence unless you subscribe to the theory that the universe is the result of a mindless random nihilistic phenomenon. This award is evidence of just how true it is that Mr. Kisela has given the council the finger, but even more so intelligent life itself. Lets hope this is a convergent event that exacts the price of balance, law, and justice.

    You have the MIT acronym correct. MANAGERS IN TROUBLE. The traveling clan of clowns we acquired through Kisela were in trouble when we got them. What a deal. My tax dollars for a clan of washed up managers that are ALWAYS in trouble. Birds of a feather flock together. It is time for the flock or may I say the traveling circus show to flock elsewhere. How dare he call on the Range Rider to do an investigation.Scam! Scam! Scam! If everyone swallows this pill we are surely headed for tougher times by “Choice not by Chance!.”

    ◾Timing and duration of emotional gestures and emotions are off a normal pace. The display of emotion is delayed, stays longer it would naturally, and then stops suddenly. Timing is off between emotions gestures/expressions and words. Example: Someone says “I love it!” when receiving a gift, and then smile after making that statement, rather then at the same time the statement is made.
    ◾A liar will use your words to make answer a question. When asked, “Did you eat the last cookie?” The liar answers, “No, I did not eat the last cookie.”A statement with a contraction is more likely to be truthful: “ I didn’t do it” instead of “I did not do it”.
    ◾If you believe someone is lying, then change subject of a conversation quickly, a liar follows along willingly and becomes more relaxed. The guilty wants the subject changed; an innocent person may be confused by the sudden change in topics and will want to back to the previous subject.
    ◾Excessive gestures are important body language signs indicating lies. Clearly, it would be far easier still if people simply didn’t lie in the first place. But then how would you keep children from learning the truth about Santa Claus and the Tooth Fairy?

    What a farce. Is there anyone out there anymoe who is honest and with morals? I’m beginining to doubt it.
    How in all conciousness can the Council allow Kisela to direct his own investigation using the Ex-City Manager who we all know by now is crooked and after all that has come out about the ICMA and it’s Lifesaver Program how can Council allow one of their members to participate in the investigation???? They are in essense investigating their buddiesl
    It may be time to take matters to a higher level…say Pam Bondi’s office? This all needs to STOP NOW before the city goes bankrupt with lawsuits aplenty.

      I cannot even imagine that a council person with one iota of integrity would allow the city manager to utilize an FCCMA range rider to conduct an internal investigation into his failure of internal controls. As Mr. Woodman has indicated it is like giving the fox the key to the hen house. Remember Greg Kisela is the FCCMA Lifesaver who has bailed out shit canned MIT members and has been rewarded by the FCCMA for so doing. He himself is a past MIT who has been bailed out by the brotherhood. Now he is given carte blanch by the mayor and the city council to procure an FCCMA Rangerider to investigate himself and his two top MIT’s and perpetrate the mother of all whitewashes.
      This is truly unconscionable and is a breach of public trust and the fiduciary obligation that the council has to their constituency. Most people almost expect Mayor Green, Don Burnette, and Dennis Kennedy to go along with this farce. The citizens are waiting to see if Bob Ford and Drew Bastian are willing to join in on this complicity or will they stand proud for the those that have voted them into office and put an end to this sham.

      At this juncture, Pam Bondi’s office is are recourse! Call Bondi’s office for details for her to “go to work” on these crooks!!!
