8 short words No Disciplinary Action Taken …. No Disciplinary Action Planned that once again confirm the complete lack of responsibility and accountability in Port Orange government. NO DEPARTMENT HEADS ARE HELD ACCOUNTABLE FOR ANYTHING. NOT EVER UNDER ANY CIRCUMSTANCES DON’T EVEN THINK ABOUT TRYING.
OR THE
Self-serving statement The Director Is Reviewing The Policies and Procedures when in fact a potentially fatal accident in a totally unsafe work environment was caused by the non-feasance of the incompetent Utilities director to begin with.
OR THE
In your face statement To Determine If They Were Followed signaling loud and clear that Kisela is scapegoat hunting, And that HE IS IN CHARGE and he will cram and jam down Council’s throat whatever whitewash report at whatever cost to taxpayers it takes to protect his incompetent department heads in Utilities, Finance and Public Works.
These statements and the underlying actions they betray are an insensitive slap in the face to Port Orange taxpayers whether or not our seemingly castrated Council representatives can muster up the courage to admit it, Much less heaven forbid, do anything meaningful about it ….
LIKE DISMISSING Kisela for the self serving ICMA bureaucrat that he is, AND HIRING a Manager from the private sector with a proven record of success as judged by the marketplace where Accountability, Responsibility and Consequences are an everyday occurrence. AND WHO knows from firsthand experience that the private sector has 2 important regulators on its behavior.
*- Satisfying consumer demand in a voluntary marketplace where value is repeatedly confirmed or discounted in billions of daily transactions, and *- to a lesser degree government regulations.
By contrast the government mindset even at its best, operates as force monopoly where compulsory participation with its edicts is ultimately enforced at gun point.
We like to kid ourselves and say that is ok because we control the government …. presumably through our elected representatives. WELL HOW Is That Controlling Government Working Out For Us in Washington, Tallahassee, Deland, And Here In Port Orange ??
If we are ever to restock our Country with the confidence and opportunity that abounded in all generations past, and that is diminishing daily in our own, and that will not be bequeathed to our children’s generation in any form that would be recognized by even out grandparents, we must reduce the burden of regulations, fees and taxes by shrinking our bloated governments that have neither the marketplace against which to judge its actions, nor the inclination to follow its own laws. We can start doing that by making Port Orange government live within its means in the upcoming budget — as do the rest of us.

At this point City residents should be buying any of what Kisela and his incompetent management team is selling, AND that poses an intolerable situation because residents need to have a confident certainty that the CEO, CFO and the Utilities and Works Directors employed on their behalf are competent, AND CURRENTLY THEY ARE NOT.
This is a huge problem as an incomplete budget that includes spending millions on a failing golf course, millions more dressing up City property adjoining BUDDY’s property under the guise of a park, 17 new hires, wage increases based not on merit but on breathing, AND a proposal to raise water rates in the 30% range to cover spending millions more on a faulty meter program are all before Council and they have all been produced by incompetents. This is a receipt for a disastrous tax increase that the taxpayers of Port Orange do not deserve. .
Council needs to immediately:
- *) Dismiss Kisela.
- *) Determine if limiting certain authorities of the Manager can be accomplished by Ordinance or if a Charter Amendment is required.
- *) Freeze all non-essential spending for at least a year until a new Manager is hired and comprehensive financials and multi faceted detailed analysis’s in which justified confidence may be expressed are being produced.
Is our Council listening to any of this ??

Hello Ted,
No disciplinary action has been taken and I am not aware of any planned; however, the director is reviewing the policies and procedures to determine if they were followed. The report that was sent out last night had the phrase final report as the subject line, which is why I referred to it as that. I have confirmed that there was no interim or preliminary report provided to the City by Arcadis. The City Manager and Utility Director received a briefing via teleconference on the 6th and the consultant indicated to them at that time that they would be finalizing the report. On Tuesday of this week, the consultant was asked to provide the report to the City as soon as possible. It was sent to the Utility Director last night and I forwarded it on.

*) Why the consulting engineer refer to his report as the “ Final Report” ……… Was there an interim or preliminary report ?? Why did he delay sending a report that was signed and sealed on June 6th until 6:43pm on June 12th ?? Was he asked to do so ??

I heard it on the coconut telegraph That we lost a MIT today. I bet the usual butt munchers were lining up to be the CM’s seat cushion.I wonder which one got their nose in first.
This MIT screwed up and was sacrificed for the Lifesaver team sort of like that cop in Magnum Force that was sacrificed for the good of the hit squad order. By analogy Hal Holbrook plays the part of Allen Green and David Soul plays the part of Kisela. They were forced to sacrifice this MIT and they have tried to figuratively take out Harry Callahan and his partner. Now they have to deal with Dirty Harry who is willing to clean up the system or go out on his shield trying. Dirty Harry by analogy stands for a contingent of highly skilled employees, citizen activists, and perhaps an honest politician or two that represent our citizens that are through putting up with this shit. Yes Hermes I have viewed your enlightening video. Scapegoating is certainly a defense mechanism of a covert narcissist. I predict that in the ensuing days the Lifesaver will project his sins onto others in an attempt to deflect responsibility from himself. The question to be asked is will our elected officials permit this egregious tragedy which will be the fatal blow to an already abused workforce infrastructure or will they make a motion for the three votes necessary to purge the root of this cancer from the organization before it reaches an irreversible stage?
