R. Woodman the irony of the following quote from a previous poster is amazing……..
“Green has been overheard saying he will fire any employee, no questions asked, and no consideration of legal ramifications that communicates with council members or participates in transparent and open governance. ”
It is most amazing because he is complaint is that “other” council members are overreaching then he threatens to fire employees?? The city manager is the only one who can hire and fire employees. The mayors threat, if carried out, would be a violation of the city charter and he would be doing exactly what he is complaining others have already done.
Maybe that statement is telling. Alan Green is the council member going into city departments and operating outside the parameters set forth in the city charter.
Is it true that the Mayor has been hunkering down in city hall with Kisela? It is true that Kisela is hiding out from Lacey McLaughlen of the News Journal who asked to interview him but has gotten no response to her EMail? Is it true that Allen Green has been snooping around various city departments trying to find out which employees oppose him in the hopes of having Kisela fire them as his last official errand for the Mayor before he himself gets ushered out the door of city hall on the way to his new home is Destin?
Rod, I couldn’t agree with you more. He has also been heard saying, he will dismantle a certain dept. and has. Green is out of control!
The sharks are circling. Everyone smells and wants blood. Unless you have heard something, with your own two ears, it is purely speculation. You know how it goes, people bend the truth to fit their own perspectives. People who have nothing better to do are piling on. Bad news travels fast. I guess that is human nature. Too bad. So what to do, be part of the part problem by being a negative Nellie or be part of the solution.
I suggest rather than wanting to see the city fail, people should think about supporting what we have left of a city government. Any positive suggestions?

Yes, I have a positive suggestion. After getting rid of all the negatives like Allen Green, Greg Kisela, the FCCMA Managers In Transition Team, Range Rider Consultants, and their ass kissing nuthuggers, and we flush the toilet real well, lets start rebuilding this organization.
The positive suggestion is lets demand open governance, transparency, and a mayor who stands for that. Lets either promote our competent internal employees that demonstrate the skills and abilities to assume administrative managerial positions or methodically select private sector professionals with proven track records that are not politically affiliated or connected to any special interests. Lets put the Riverwalk TIFF up for a citizens referendum vote and see if Buddy Lacour will go it alone or consider an alternative vision if he wants tax payer subsidization.
These are very positive ideas but you have to flush the turds down the toilet and clean house before you remodel. Sorry Bob but everything is not peaches and pancakes in the real world. You have to deal with the negative, and remove that which will perpetually resist the new paradigm of open and transparent governance before you move on.
Bob: there are very few support pieces remaining. Also part of the structure is on hold until after elections are held. You want Mr Kennedy to be a support piece and making crucial decisions as a lame duck ?
My suggestion, Bob, is that we never elect people like you or Alan Green to city office ever again. This all is nothing new, it has been going on for years. It’s the culture of Port Orange management and Port Orange politics. People like you, Mary Martin, Alan Green and Dennis Kennedy helped cultivate it and having Ken Parker as city manager for 30 years helped it grow out of control. The only difference today is you dont have city leadership willing to play ball. When the council overreaches the manager isnt quite on board like in the past and that creates tension, which is clearly visable at every council meeting. The Alan Green, Ken Parker “Good Ol Boy System” with guys like you and Kennedy blindly votong for whatever staff “recommends” will no longer work here in Port Orange! By the way we all know that “staff recommends” means Alan Green and Ken Parker agreed on how to move forward and they had two other votes in their pocket, YOU and Kennedy.
The good news is you were voted out and Dennis Kennedy took himself out of the running and that is probably the most informed decision he has made during his entire council career. Alan Green must go now and then and only then we can move forward as a city and a community and start rebuilding leadership with professionals. Ken Parker started his career here by losing $1 million. And 30 yrs later he ended his career by doing the same thing. Every mistake between those bookends is now coming to light and the damage done by 30 yrs of a monarchy is taking its toll on the city. You are a guilty contributor Bob Pohlman, as is Mary Martin, Dennis Kennedy, Alan Green and even George Stiendorfer bought in at times.
The soloution is simple!! Keep people like you out and properly vet and elect proper candidates for office. We need culture change and up to date leadership. We need a council that understands its boundaries, we need citizens that participate and actually represent the majority in this city rather then a vocal minority.
Being outspoken and informed is great but we tend to only inform ourselves with information that best argues our own personal perspective rather then argue for the greater good. Its time we take the greater good into account and stop pushing personal agendas that benefit those with the proper connections in city hall.
Ohh one more thing before I finish my rant. Im really tired of council members coming down in debates for or against an issue then voting the other way. I hear it most from Don Burnett. When you say “Im holding my nose and voting yes” you are still accoutable for that vote. You do not spend 10 mins telling the public how much you hate something then hold your nose and vote for it. Makes zero sense and the preamble before the vote does not somehow excuse you for voting on the wrong side of an issue. If you are not for it then vote that way!!! State what you are for or against and follow up with a proper vote. I hope Im not the only one that will hold you accountable for that vote regardless of how tightly you squeezed you nose!
Well stated Rod. And Mary Martin had the nerve to think her illustrious political career on the Port Orange Council would lead to even higher office. She was shut down and never heard from again. She was totally useless and a pawn. Would never answer an e mail, phone call or inquiry.
The group you mentioned above helped put us in this hole and Green is a last remaining cog. Ken Parker – 25 years in office as a City Manager ? That is unheard of for that position . His legacy created in the last two years, will long be remembered.
It is good that supporter of city hall like Bob Pohlmann speaks his mind. It is revealing to see how city supporters, notwithstanding all the facts that have been produced, carry on about speculations. If only Bob could speak to the facts and not get so interested in speculations. With Bob on Mayor Green’s side it is easy to argue anti present city hall . That would tell you that something is really wrong in city hall.
I expect Green to launch some suits of some kind. Bob, I do not have any real knowledge that this will happen, but have 77 years of watching personalities like Green in action.

I think this is all still going to get messier, because the big poker players are use to bullying people around with their power and influence. However, there are real financial investments being played right now, and perhaps cooler heads will tell the dictator to simmer down and not make things worse.
Green voted for many issues with a qualification. Then when that issue came up again, Green would remind people what negative comments he had about that issue, but didn’t add that he had voted in favor of the resolution. That never did fly with me, and if Don Burnette is doing that, I would respectfully ask him to stop it. It is so political, trying to be on both sides of an issue. Don, don’t follow the old ways of politicians, I don’t think they work very well any more, although there are many in the profession who don;t know any other way. With you MBA, you know better Don.
Hello Rod Godzinya. First of all your pseudonym, Rod Godzinya, has got to go. It may have been funny 20 years ago but it is outdated now. Plus the name is perverted and an insult to women. Time to grow up and get a big boy name or if you are man enough, your real name.
I would suspect you are a current firefighter or a retired firefighter. Knowing that it is easy to see why you are so upset. After all, some of your outrageous benefits were re-negotiated in 2012. Yes, even your hero, councilman Ford, voted for that benefit reduction. Funny, when I inform the residents of your former retirement package everyone goes in to shock. First question is, how can we afford that. The answer is we can’t. A little history lesson for you. Mayor Hukill is the one who put the city on the path to financial ruin in 2002 when fireman got all the raises. In 2006 I did vote to extend that contract which, in retrospect, was a bad vote. But times were good then and no one saw the recession coming. But that is water under the bridge. You guys in fire had a better deal than military personnel fighting in wars overseas. Also, all retirement plans were cut back across America, not just Port Orange. It took 6 years to settle with you guys costing the taxpayers millions. Why was that? Police settled early, PEA settled early easing the burden on the tax payers. Also, by the way, there is no way in hell that fireman should receive the same benefits as police. Not one policeman in Port Orange believes the jobs are equal.
I have seen the fire department in operation many, many times. They all do a great job, very professional. My brother is a retired fireman. But your former benefit package was simply too costly to the taxpayers. Who can, or should retire after 20 years of service in Port Orange and receive $5-7,000 per month? You are taking your benefit reduction way too personally. I took a pay cut and a reduction on benefits and salary. All educators took a hit. You, unfortunately, are acting arrogant thinking you are above participating in a plan reduction. Yes, I am proud of that vote to finally get the fireman plan somewhat under control. I owed it to the 56,000 residents to do just that. It was nothing personal against you or others. It simply had to happen.
Final comment, I will take what was accomplished during the 9 years I was on council any day compared to what has occurred during the last 2 years. If you need a list of the progress the city made when I there then let me know, I would be happy to provide it. This council is dysfunctional, plain and simple. And I believe your boys up there are a big part of the problem.

Bob, thanks for your opinions on benefits and pension advantages which I think are aligned with Ted Noftall’s position. Remember Ted? You as a city councilman wrote to Ted and told him not to communicate with you. I think Mayor Green has a similar position about citizens communicating with council people. And I remember councilman Steindoerfer getting mad at my observations of the then city council, and publicly stating that he would not answer any questions from me. I write this, just to point out that the communication pattern with citizens from some on the city council is still problematic, and I suggest that such an elitist attitude is part of our present problems. If you remember, we spoke for some years ago for 2 or 3 hours and I presented to you my concerns about communication to the citizens from the then city council.
Benefits for fire personnel are a financial problem, and perhaps they will be addressed during the up coming contract negotiations. I hope this time that there will be real negotiations because before the last contract got resolved there was little negotiation participation by the city. The city’s position was “We will not discuss individual parts of a contract, but will present and suggest an entire package for you to approve or disapprove”. Well I should not use quotes, but basically that was the position. Maybe better stated as “take it or leave it”.
I do not know if the commentator you take issue is , is a fire man/woman or not, but I do not think I have read where he is talking or complaining about fire department benefits. So you have decided Doctor, as Green use to call you, to take issue with the commentator by inserting the fire benefit issues. WTF?
I wish you would have had the opportunity to comment when it was in the works, the special benefit deal hatched up by Parker with Shelley. Remember that deal, when as I understand it, only Green knew about that deal which is not afforded other city employees, and that deal after a result of 1.3 million dollars in revenue owed the city not collected by the finance department.
Oh if only you had publicly condemned on behalf of the city and city employees that secret planned deal which information was withheld from city council members, excepting Mayor Allen Green.

Mr. Pohlman, now you are calling us sharks? Well we have been called everythng else but guess what? There are lots and lots of long term (and former) employees with excellent memories who have personally heard comments coming out of Allen Greens mouth during the years. This is FACT and if it comes to that they would put their hands on a bible and swear to what they’ve heard so don’t go around telling people the employees are manufacturing stories. What is coming out on this blog is true. I would make a suggestion to the Mayor that he carry a little notebook with him at all times so that he can write down whhat he says in public, put time and date next to it so that he won’t forget what he says and contradict himself at a later date as he often does. We as long termers know all the shit, believe me but we’d just like to get back to the business of doing our jobs properly as we have in past dispite poor management in some departments.

I will repeat, this cleanup job is not complete until Mayor Green Jeans is out. Hopefully on his own accord, but likely not.
Interested, you are right on the mark. All these failures of city hall are because of the “sharks” and activists. That’s the blame game, and I saw it starting months ago, with the complaint that employees were leaving because of all the blogging. It was last year and I had a telephone conversation with Allen Green. I asked him about his conversations with Ken Parker when he, Green, was the only city council man who knew that a Parker/Shelly financial deal was being hatched. I asked Green why he did not tell the other city council members about the deal being hatched and he told me that he was afraid that city employees would leave city hall en mass. But, but, although at the time Green and I were having that conversation, it was true that city employees were getting uneasy, but at the time Green did not tell the city council people about the financial deal being hatched between Parker and Shelly, there was no city employee uneasiness. When Green spoke to Parker, the only revelations were at that time, the Director of Public Works stealing garbage out of a city yard, and the Parker/Shelly financial deal. City employees were not upset about criticism being leveled at them. And yet, Green inserted a morale problem, in a timeline which did not support the fact at that time. And so it continues. Millions of dollars lost, no inner control of city operations, and the prime worry is that employees will leave, and these administrative people responsible for the failures are leaving. Such an untruthful tactic will not work with me.Perhaps we should return to focus on who was responsible for this mess, and still are? Green and Kisela. Kisela is leaving and I think that decision was best for him and the city of Port Orange. But the king pin, captain of the team is still here, but he no longer has a supporting team. So what does he do now? Blow the whole thing up and blame the “sharks, activists, and Ted Noftall.” I think this whole thing is gong to get messy.
If lawyers get into this mix, it will be a big mistake for Green, because in a court of law the facts will come out. Green would not be able to testify in a civil trial and complain that someone wanted to keep taxes down,and that’s only part of the problem. Another part of the problem was that citizens were complaining to city council people and not departmental heads. I saw Green speak to a TV reporter. Just imagine him testifying in a court of law about all these developments. Big mistake if
Green brings lawyers into this, but I am only speculating. Green is losing it, so I am not sure what stupidity he is capable of. The atmosphere he is presently engaged in is foreign to him and I suspect like Jim Ward still longs for the old days when a News Journal reporter would save city administration from embarassement by not reporting negative things.
As a former employee. I appreciate what the activist and bloggers have been doing. I didn’t leave because of them. They are exposing things that I have questioned for years. Most employees that I know, and I know quite a few, appreciate them except for the ones that do not want reform and transparency. It has been my experience that we have had poor upper management and leadership. Though the mayor wouldn’t win any popularity contest with the majority of city employees. It’s management that has direct effect on the employees on a day to day basis. It’s like someone on here said if you want us to shut up fix the problems.

Port Orange Mayor Allen Green stands in his office.
Perhaps no one knows the story of Port Orange, Fla., better than Allen Green. He has lived in Port Orange, just south of Daytona Beach, for 73 years. And for many of those years, he has been the city’s mayor. Allen has a lot of memories of the Port Orange of his youth.
A few feet from the banks of the Halifax River, he says there was a cluster of buildings — many of them were oyster houses. “Oysters were everything. They built roadways out of them. There was a lot of shrimpers. There were fishermen. That type of people, working-class people,” he said.
Today, the population of Port Orange is 50 times bigger than it was when Green was a kid. And in many ways, it is emblematic of small cities across Florida that embraced growth and development over the last decade. In the case of Port Orange, much of its growth happened after a string of hurricanes hit the region in 2004 and 2005.
What were things like around here then?
“Before the rockets started falling? Everybody got greedy. After the hurricanes, everybody. You had that insurance money flowing. You had the economy flowing and they bought overpriced land, overpriced buildings, condominiums. Everybody had multiple homes,” said Green.
Mayor Green is fit, with a deep tan and a strong preference for shorts over suits. He keeps an office at city hall, but it’s pretty empty. He likes to be out and about, conducting the city’s business in person. Over the years, Green has been a proponent of growth. And when developers turned their attention to new subdivisions, west of town, Green became the public face of a half-a-billion-dollar effort to redevelop the city’s waterfront. He dreamed up a mix of condos, shops and restaurants on the Halifax, called the Port Orange Riverwalk.
But today, the Riverwalk is still a dream. Not a single high-rise has been built. After the housing collapse, land prices plummeted, developers pulled back, Riverwalk was shelved. And the city faced its own challenges — no income tax. In Florida, that’s something that has been a selling point for the state, but has hurt municipalities.
“We’re one of the very few states in the country that does not have an income tax,” said Ken Small, technical services manager at the Florida League of Cities.
That means cities and counties pay their bills with taxes they collect on property. That worked well-enough when home values were high, but since the housing bubble burst, municipalities have been struggling. Nearly half of all homeowners in this county owe more on their mortgages than their houses are worth.
“Cities and counties have gone through tremendous budget cutting,” said Small. “And many of those cities are showing their tax base is still shrinking.”
Last year, Port Orange collected a third less money in property taxes than it did five years earlier — $3.5 million less. Green says what has made the tax problem even worse are all the exemptions written into Florida law.
“Nothing against veterans, they get a veteran’s exemption,” said Green.
There’s also an exemption if your permanent residence in Florida, and if you’re a senior. And in this community, a quarter of the population qualifies. “If you do exemption, exemption, exemption, they’re not paying their way,” added Green.
Green estimates 35 percent of Port Orange pays no taxes to the city.
“That is not right. There is a cost associated with the quality of life, and you should pay your fair share of it,” he said.
Like many other mayors in Florida, Green faces tough decisions — how to pay for city services, salaries for 400 full-time workers, etc. Green says he always wanted to see Port Orange grow, but nowhere near as fast as it did. He believes the town has lost its sense of community. Big boxes are coming in, he said, adding that he’s not a fan.
The changes remind Green of a song he likes by country singer Alan Jackson called “Little Man.” Some of the songs lyrics include: “And now the court square is just a set of streets. The people go around, but they don’t think about the little man that built this town, before the big money shut him down, and killed the little man.”
Might the upcoming presidential election help solve some of Port Orange’s economic woes? For Green, it’s not likley. He says the only election he cares about this year already happened — Green just won a fifth term. The last presidential candidate he voted for was Ronald Reagan. He backed Ron Paul in the primaries, and is not enthusiastic about either President Obama or Mitt Romney. In many ways, Green says development was the economy or Port Orange, and he doesn’t think either candidate can help the city find an alternative.
“The only thing we export in Port Orange is dead bodies, and our kids have to go somewhere else to get a decent job,” he said.
Port Orange used to be known as “The Oyster Capital of the World,” and Mayor Green wants it to be known for something again.

Green said he wasnt opposed to the Publix specifically but felt that changing the land use to commercial would leave too much to chance. Allen said he is not in favor of what could become a strip mall with several businesses on the property.
Green said he welcomed the opportunity to finally flush out an interlocal agreement with the county but is going to be realistic about the process.
The best agreement you can have is when no one is satisfied because you want it to be better, Allen said.

Green and Kisela are partially, ok mostly, to blame for the mess the city is in however, let’s not forget that the comptroller has been at the heart of the lion’s share of this nightmare. I am extremely interested in finding out why no one has called for the comptroller to resign? What’s the deal there? Employees have left finance, that is true, from what I hear from these former employees, the comptroller is what made them leave not the pay as some would have us believe.

I would like to invoke some thought and consideration about the present circumstances and the potential ramifications of the current managerial and organizational implosion that is occurring at City Hall. Understand that this implosion is occurring in conjunction with the existing Allen Green political paradigm under the parallel management paradigm of Lifesaver CEO Greg Kisela and his imported and recently deported FCCMA managerial hordes. Remember that this failing regime is simply Allen Green’s re-assemblage of the retrograded Ken Parker management paradigm, and to bring into remembrance a statement that Mayor Green made concerning the ushering in of the Greg Kisela managerial era, “There is sure A lot of Ken Parker in Greg Kisela”.
With this in mind, the citizens of Port Orange must understand that the interim status of the city with the current managerial implosion and a city manager that has abandoned his ship is analogically similar to a middle east country with no governing power that is subject to even more nefarious political and managerial re-assemblage. Since the mayor is the vicar of the old paradigm of closed governance and old school special interest cronyism it is imperative that the city council and concerned citizen activists are impeccable in keeping the mayor from recapitulating his archaic and opaque special interest regime.
One of the most important considerations that should be focused in on is the bottleneck of capital projects and programs within the city that are coming to a screaching halt. The day to day operations within the city are one thing and are handled extremely well by a contingent of competent and underappreciated long term city employees and middle management stakeholders, but the capital programs and budgetary continuity is being derailed and has been by Kisela’s incompetent imported management team who has flew the coupe following the example of their CEO. Allan Green has, and still does endorse this team and is desperately attempting to not only shore it up, and to do so from the same FCCMA retread hordes, but to do this covertly and independently from the rest of the City Council.
Kisela’s role will exponentially diminish during the next several weeks which means Allen Green’s reality testing will also diminish as he desperately lashes out to maintain his demagogic control and try to neuter the council’s influence. This should become abundantly clear in a pathological sense in the following days leading up to the special council meeting and should be a red flag to our elected officials of the mayor’s imminent psychological meltdown.
The millions of dollars of capital projects throughout the city’s departments that have been budgeted and approved for this fiscal year have been administratively disconnected and their has been a retardation of managerial authorization due to a lack of understanding by the mayor, and a lack of continuity due to the CEO’s lack of fiduciary responsibility and desperate self interested and motivated exodus to his golden parachute assignment in Destin Florida. Their has also been a general lack of understanding of the nuts and bolts of the disciplines that Kisela’s illegitimately imported FCCMA MIT retread directors had that were overseeing departments and they lacked a general knowledge of purchasing policy and budgetary processes, even though Kisela hired them in order to solidify his regime and facilitate Mayor Allen Green’s political agendas.
Prior to this, he deflected blame from himself, axed the purchasing manager, and facilitated the exodus of his personally imported FCCMA management team, all with the lamentation of Allen Green and with the further insult of Green deflecting the blame to other council members, taxpayers, and long term employees that are left to pick up the pieces.
These millions of dollars of capital projects, including regulatory agency consent order projects, and myriads of other important projects are not being executed on schedule, and this is not because of a lack of due diligence, planning, or administrative facilitation by middle management or technical personnel, but because of an upper managerial administrative crevasse precipitated by the mayor’s failed special interest political machinations, his city manager’s inability to manage professionally while trying to maintain the mayor’s special interest agenda, and the incompetent special interest supporting FCCMA management team that Kisela imported to our city in order to support the mayor’s special interest agendas.
What this will amount to is that at the end of this fiscal year millions of dollars worth of capital projects and budgeted taxpayer dollars will have to carry over to the next fiscal year and run into the following year’s capital improvement program and budget. Their may be untold thousands of dollars in regulatory fines because of bottlenecked capital projects and further bottlenecks unless the city council abandons the old Allen Green paradigm and embraces a new paradigm that will bring holistic resolution to this implosion. This will cost the taxpayers millions of dollars because of Kisela’s management team’s insidious obfuscation of their malfeasance and of the unconscionable inability of them to account for the actual losses.
Their are actually people within the organization that understand this and are capable of solving these problems and getting the city back on track. These are people that embrace the new paradigm of transparency and open governance by the people. They are willing to step up under the right political leadership that is espoused by the city council and a new city manager or they are willing to support legitimate externally imported administrative management from the private sector that embraces this new paradigm and rewards and supports institutional knowledge and value from within the organization. It is unlikely that in the interim Allen Green or Greg Kisela will favorably identify and acknowledge such employees because while their is still a chance to conceal their malfeasance and resurrect the old special interest managerial paradigm they would prefer to select place holders as interim directors that will not question what is wrong, even if extremely incompetent, to hold down the fort until they can re-assemble another FCCMA special interest dream team.
Hopefully this will not be allowed to happen, even in the short term. If it does it will cause further implosion and serious collateral damage within the organization, because Mayor Allen Green’s desperate attempt to stem the tide, and forestall the new paradigm of open and transparent governance will inevitably fail. Our elected officials, our citizen stakeholders, and our brave employees need to mitigate this collateral damage and stop the mayor’s covert actions in their tracks. Power to the people!
Quite interesting (but not shocking) that the well worn Howard Tipton has applied to be interim CM in Deltona.
Please let’s hope he doesn’t want to try and save us even for an interim period. Or that the powers to be would even consider Tipton.

Whistleblower Protection Act
You are protected by the Whistleblower Act and False Claims Act
The Whistleblower Protection Act (WPA) first came into being back in 1989 and was set up to protect federal employees who have engaged in whistle blowing activities. Any violations of the whistleblower act are investigated by the Office of Special Counsel (OSC).
What is a Whistleblower?
Whistleblower Protection Act In essence a whistleblower is an employee who has news or information that has either been leaked by another employee or witnessed at first hand of any type of corrupt activities in which their employer or any person within their company is engaging, such as fraud or embezzlement, gross mismanagement or abuse of authority. Because of the nature of the circumstances it can be very difficult for somebody to report such an act. For instance, if your boss is involved in the fraud, then who do you tell? Who do you turn to? And most importantly, how does it affect your job?
The WPA lays out clear guidelines for federal employees and how they can be protected. It clearly states that under no circumstances can employers or company bosses terminate, suspend, demote, threaten or harass a whistle blower in any way. Failure to adhere to this could result in a severe fine and even jail time.
Although when it comes to federal employees the overseeing body who deals with whistleblowing activities is the Office of Special Counsel, there are certain federal employee groups who are not covered under the WPA and these are as follows:
•Defense Intelligence Agency
•Central Intelligence Agency
•National Security Agency
•General Accounting Office
•US Postal Service
•Postal Rate Commission
•Federal Bureau Of Investigations
All other federal employees who do not fall under these criteria are indeed covered.
As well as current federal employees the whistleblower act has also been extended to former employees who believe that they have knowledge that a person or persons within their former company is acting in a grossly negligent manner. This matter can then be reported to the OSC.
