Kisela Amused /// Purchasing Manager Screwed
The Manager seemed most amused with my advice to Council last evening that persons who do not suffer the consequences of their decisions should not be making those decisions.
If anyone is confident that Kisela is making good decisions today consider that if he had any such ability starting 15 months ago he would not be leaving in disgrace, AND with the City government in taters as is the case.
One of Kisela’s decisions that if not reversed, will cause a fine young man and his family to leave this area is the forced resignation of the Purchasing Manager in a pathetic attempt to deflect blame from Kisela, and the two incompetent ICMA retreads that he had installed in Finance and Utilities. Turns out that Saunders was perturbed that Tom Cinefro had too much integrity to quietly alter documents as ordered, AND with the help of Range Rider Kelton’s kangaroo report the Purchasing Manager was out the door.
Make no mistake the Purchasing Manager was railroaded and beyond the personal tragedy of unfairly uprooting a family, taxpayers will suffer the double whammy of immediate inefficacy through the loss of an experienced Purchasing manager, AND several hundred thousand dollars more in about 2 years when the City settles the wrongful termination and wage & hour over time lawsuit that is sure to follow.
Think that won’t happen and doesn’t happen all too frequently, without any public acknowledgement from the dais. Check with the firefighter returning to work this month with full pay and benefits back to April 2012 when he was wrongfully terminated.
As sad as the situation is regarding the Purchasing Manager, the mischief and misdirection Kisela is lending to the Riverwalk Rape of taxpayer wallets, AND the phony investigation he has started without Council knowledge or approval regarding the conjectured $1,050,000 payment that was never received, And the ever increasing missing fill dirt that cannot be found, to name but two is far worse.
Kisela is out of here on August 1st BY THE end of that month I would predict that even his defenders will be viewing his ego maniacal deviousness in a whole new light.
This guy was bad news from day one.

I deliberated about deleting Ted’s phrase “ ego maniacal deviousness ” before publication. Although I do not agree with the application of the phrase to Greg Kisela, perhaps Ted has supporting evidence to come to his conclusion. I think Kisela was a failure because he did not quickly get on top of things to start real reform in city administration and he did not immediately put internal inspection controls which reported findings to his office. In fact, I don’t think any meaningful inspection controls were put in place to assure Kisela that things were under control. It was recently that Sonya Laney stated that bad news did not reach Kisela because the employees were afraid of losing their jobs. A good inspection and control system would have reported trouble spots to Kisela, despite any reluctance by employees to to make such reports.

I would only hope that when Kisela hits the road on August 1st, Shannon Lewis has the good sense to reinstate Tom Cinefro to his old job. If not I’m sure the city and taxpayers are going to wind up paying BIG TIME in a wrongful termination lawsuit.
I hope Tom retains a hot shot attorney from Orlando or Jacksonville and sues the snot out of the City.
They would have little choice but to settle out of court or the alternative is to air out all the dirty laundry.
Mr. Noftall: During my tenure as City Manager you have enjoyed at my expense unfettered criticism of me and my administration. I have been constrained in responding to you by my responsibilities to the City of Port Orange as the City Manager. As you know this responsibility ends as of 5:01 p.m. on August 1, 2014. Hi there Mr. concerned. You just made a cheap shot. I think there are few people out there who look down on a loser in an election, unless he conducted himself very poorly during the election campaign. Ted did not even spell potato wrongly.
Two or three good men can run for election and the two who lose can still be good men.
The only thing you displayed to me in that remark of yours is that you do not like Ted Noftall. That part comes out loud and clear, but to support your opinion about Ted by pointing out that he lost an election is most childless of you. But it is good that we can read your thought process and consider it.

You all seem to feel that Cinefro was wronged however, if you were to ask those who worked with him, there is not a sad employee to be found. Cinefro did not do what he was hired to do. He was lazy and avoided work every chance he got. Try calling him on the phone, never answered. Try emailing him, never responded. When Cinefro was rehired, yes rehired, it was a big waste of money, he was not qualified to be a manager in any sense of the word. Maybe he could have filled the buyer position but he was in no way a purchasing manager, never will be.
For example, Cinefro was supposed to take care of the dry cleaning contract when A Castle Cleaner turned over their business to Brook Cleaners. That was not done, and Brook is still not a vendor with the city therefore cannot be paid for their services.
Cinefro was also supposed to handle the details of the upcoming auction of surplus goods, that never happened. Oh, he cried that he was overworked and under paid, well guess what? The majority of city employees are overworked and underpaid yet the job gets done.
I am glad he’s gone and only wish that more worthless employees were gone too.
Mr. Annonymous, if what you wrote about Cinefro is true, and I do not know, but accepting that it is true, I hold fault with the administration and Cinefro’s supervisors. I understand fellow peers wanting worthless employees gone, but why does it take the administration to let them go, only when they feel that they were personally crossed by a “team player”?
All this shows that all is not well with the Port Orange City Government and Administration. It is up to the city council to correct this corruption of work ethics. We need to turn the screws on the city council. After all, they represent us, and took their jobs to represent us. They need to start producing.
From what I hear how ass kissers in city government turn out to be the favorites, and good worker silently doing their jobs while others were screwing the city, are ignored or merely tolerated, I know if I had worked in that environment I would have been one hell of a trouble maker, and would have been fired long before some of these people are forced to resign.
The new city manager needs to be a trouble shooter, and a fair minded head hunter. I don’t know if city managers come that way.

If you think the Woodman Chronicles are enlightening, there are a few more employees that are very close to retirement that will not only validate the Woodman chronicles but will bring unequivocal evidence that will totally clean out the last vestiges of non-transparency. A number of the malefactors that we will expose are getting pretty close to retirement or implosion, so if they choose to hang around until after we retire we will come out and connect the dots for the citizens of Port Orange. Maybe they should hit the road while they still have their fat pensions.
