Subject: Port Orange, FL Invitation to Participate in An Informal Consultation
Mayor Green,  pursuant to a review, HUD has determined that Port Orange is not carrying out its CDBG program in a timely manner.  A grantee is allowed, under the CDBG regulations at 24 CFR 570.902, Review to determine if CDBG-funded activities are being carried out in a timely manner, to have a balance no greater than one and one-half (1.5) times its annual grant remaining in the line-of-credit 60 days prior to the end of the program year.
Under the provisions of 24 CFR 570.911, Reduction, withdrawal, or adjustment of a grant or other appropriate action, Port Orange is entitled to an informal consultation prior to the actual reduction of its FY2014 grant.  Therefore, you and members of your staff knowledgeable in this issue are invited to attend a meeting at HUD Headquarters, 451 Seventh Street, SW, Washington, DC, at a date and time convenient for you and your staff.  If you prefer, this meeting may be held by teleconference.  The Department would like for the informal consultation to take place no later than September 5, 2014.
Thank you.

Mayor and Councilmembers, with your recent approval for the purchase of the Dusk to Dawn Motel, we will be able to draw down the existing balance to an acceptable level.  We will prepare a response to HUD accordingly and take part in the teleconference as requested. Please let me know if you have any questions.
Thank you, Shannon

Robin: please send to the Candidates.

The issue here is whether the senior management personnel that would have been assigned these CDBG grant application projects are so incompetent so as to not even be able to apply for free-bees successfully.
    OR WHETHER
Those employees were instructed by either the Mayor or Manager to let these CDBG projects fall through the cracks ??

some one tell me if this program has to do with low income housing? I have heard Mayor Green say in the past that he is not in favor of low income housing. I guess he fears crime and a low tax revenue generated by low income housing.

No low income housing here. The funds the city just approved are for repaving some of Halifax Dr, purchasing and/or demo’ing the Dusk to Dawn motel, and some other repaving on or near Oak St. All funds are still in place and will not be lost.
One interesting note, did Ted call these monies “Free-Bee’s”??? I could be wrong but I think I’ve heard Ted say in front of council that all tax money comes from us, no matter if it comes from the cities general fund or the Feds. Maybe the Gardners should look into Teds varying statements.

In reply to Onlooker – you are misleading on two important points in your latest opinion.
        1) It was Federal Officials that made the determination that Port Orange is not carrying out its CDBG program in a timely manner, not some local activists.
        2) You do not know if any money was lost until after city officials can convince the federal officials that the delays in spending the grant monies was the result of something beyond the control of city staff.
I sure hope that little teleconference dialog will be recorded for all to see the excuses given to the Feds. LOL

There better NOT be the low income housing ….such as before…… We have had ENOUGH of the scum that steal and do drug sales on the corner…by homes on the river!! The police will need to do a close watch on this place…and the citizens will , like before CALL anytime suspicious activity is believed to be occurring …
