Did Greg Kisela Violate Florida's Open Government Statutes ?

As you aware Greg Kisela was a voting member of the Audit and Budget Advisory Board  from May 7th 2013 through  March 4th 2014.
As such any communications  including meetings and phone conversations Mr. Kisela  may have had with other Board members outside of the properly noticed public meetings of the ABAB that dealt with Audit, Budget or Finance matters could be a potential violation of Florida’s open government statutes.
Accordingly would you please assemble a list of all communications  Mr. Kisela had with other ABAB members  that reference matters of Audit , Budget or  Finance,   ALONG with a schedule of any meetings Mr. Kisela had with other ABAB members  from May 7th2013 through March 4th 2014

Good afternoon Margaret,
I was curious  why I received a certified envelope from your  office  containing copies of 20  ‘Bates’ numbered pages of recent correspondence dealing with Kisela,  absent any cover letter or explanation.
I believe Kisela’s latest missive may supply that  answer.  In  light  of that missive I am concerned as to how the EIS ordinance you championed as desirable and workable has been applied in my instance,  and whether the advice I was given was in my best interest, or in the best interest of the City.
I followed  your advice and gave Kisela  access to my ABAB binders including any notes I kept,  only to see Councilman Burnette receive entirely different advice regarding his personal notes,  And was subsequently accused by Kisela of not providing everything.
I further followed your advice and copied the Clerk with all public record e-mail on my computer only to be accused by Kisela yet again of not providing everything with the added kicker of now seeing this matter referred to the  States Attorney’s  office.
In hindsight I believe my willingness to supply public records that already existed on the City’s servers have only fueled Kisela’s efforts,  And that I,  if not the City,  might  have been better served with legal advice to maintain  that I had no public records beyond what existed on the City servers,  AND thus required Kisela to demonstrate  otherwise from the get-go.
Be that as it may  going forward I need a clear understanding as to the legal assistance the City will be affording me in the event I am contacted by the States Attorney’s office,  AND WHO will be providing that assistance.
I will be looking for those answers  at tonight’s Council meeting under Agenda item # 35.
