PORT ORANGE — Longtime Public Works Director Warren Pike was fired Wednesday for taking city property without authorization and providing his teenage son the access code to the facility where other property was taken.
City Manager Ken Parker, acting as hearing officer, said in his five-page report that Pike failed as a department head to maintain security and control over materials in locked public works buildings and facilities.
“You had a significant role in the theft,” Parker wrote in his termination letter to Pike. “First, you provided the security code that provided the key to all locked facilities and the access to city property that was stolen. And second, you then attempted to cover up the theft by not securing and returning, and reporting the theft” of items later found with Pike’s son.
However, Parker ruled that Pike violated city ordinances and policies as a department head that forced his immediate firing.
“You provided the means for persons to steal city property. Your action was a deliberate and voluntary action and therefore was willful,” Parker wrote. “The city property was under your care, custody and control as a department head … The release of the security code was directly related to the theft of city property.”
