The back ground of this complaint is that Mr. Michael Mlynarski had been detained at the YMCA by popd when they were investigating a sexual complaint of some sort. Thereafter (I believe) Mr. Mlynarski had wanted help from the city of Port Orange regarding a neighbor’s dog which he alleged was often defecating on Mr. Mylnarski’s property. Mr. Mylnarski had complained about the response of the PO ACO and the POPD.
And now Mr. Mylnarski makes the following complaint:

RE: Follow-Up to the Letter Requesting Action and Response by the Port Orange City Officials (POCO)
Dear Port Orange City Officials (POCO) and Citizens of Port Orange:
I am the Port Orange citizen and home owner addressed above.
I am emailing this follow-up letter to my letter dated February 6, 2015 that was sent for the reason of a Request for Action and Response by the Port Orange City Officials (POCO).
I did not receive as little as a courtesy response to acknowledge the receipt of my letter from y’all (POCO). However, in the absence of any common decency and good business manners, I did receive a surprise knock on my door on February 10, 2015 by two Port Orange Police Department (POPD) officers at night, after dark, sometime between 7:30 p.m. and 8:00 p.m.
I ask anyone who reads this letter, which governmental agency without any prior notice or forewarning sends two police officers under the cover of darkness to knock on the door of the personal residence of a citizen who sent a letter to government officials?
Even the Los Angeles PD during the Rodney King era didn’t do that. Even the Ferguson, Missouri PD during the recent Mike Brown incident didn’t do that. I had to research the internet for similar thinking and actions of the management team who ordered the two POPD officers to my home. My pursuit led me to websites that describe Nazis Germany and their knocks at the door of citizens in an attempt to intimidate and terrorize certain citizens whom government officials did not approve. I found one which was the pinnacle of the Nazis procedures known as ‘Crystal Night’ (Night of Broken Glass) in 1938. POCO, please research the tactics at your leisure.
The management team that ordered the POPD officers to my home (POCO or POPD or whomever) may have some inappropriate ideas about Police Community Outreach that I mentioned in my previous letter to y’all (POCO) dated February 6, 2015 on page 11 of 18.
The source of the inappropriate ideas of the management team in question may come from 1938; however, even I hope that is not true. In the letter to the POCO I alluded to a management team living in the 1950s a.k.a. “The Leave it To Beaver” era. However, the unannounced nighttime knock at the door with guns at the ready was never filmed in an episode where Ward Cleaver (Hugh Beaumont) answered the door that I can remember. Even in this violent year of Lord 2015, it is way out of line.
Hey POCO, when you get the FDLE or another independent law enforcement agency like I suggested on page 16 of 18, paragraph 4 of my letter dated February 6, 2015, maybe you should have them search the questioned management team’s homes to find out if there are any 8 by 10 glossies of Hugh Beaumont on the walls. I’m hoping it isn’t that guy with the little mustache and the funny symbol on his arm band in his glory hanging on their walls. If you find out it is Mr. Beaumont, please tell them I’m not their Eddie Haskell (Ken Osmond) in this “episode.”
Alternatively, I hope that maybe the questioned source of the management team’s decision on how to approach Port Orange citizens has to do with watching too many reruns of the movie “The Treasure of the Sierra Madre.” In the movie the Mexican ‘federally police officer’ says, “We don’t need no badges. I don’t have to show you any stinkin’ badges.” Was the order of the management team in question to the POPD officers to say to the citizens of Port Orange, “We don’t need no stinkin’ reason to call first before we knock on a Port Orange citizen’s door at night! Hey POCO, the next time the ‘unknown’ management team sends the POPD officers to my door at night with no prior warning should I get behind a large rock like Humphrey Bogart? Sorry POCO for the attempt at a humor, but I don’t think this thing will ever get solved by y’all because y’all are obviously trying to ‘pass the buck” again so I thought I’d have some fun when I try to bring forward issues that delve into many serious subject matters.
Notwithstanding the unannounced intrusion on my right to privacy (a.k.a. minding my own damn business) and the infringement of one of the “unalienable rights” as stated in the United States Declaration of Independence, “the pursuit of happiness,” I answered the door when the two POPD officers knocked.
The two POPD officers, with guns at the ready, stood on my front porch. I was unarmed except, of course, I did think about using my John L. Sullivan type rotating-arms, bareknuckle pugilist motion, but I didn’t. My hands were at my sides. The two POPD officers wanted to talk. They wanted to discuss the letter I sent to y’all dated February 6, 2015. The Sargent did all the talking and the other POPD officer stood behind furiously taking copious notes.
The apparent point of the ‘unorthodox’ Police Community Outreach by the POPD officers at night was twofold. One was to ask me if I wanted to sign a POPD complaint form which would diminish and control my issues. The other reason was to find out if “Black Cujo” was still continuing to roam my neighborhood unleashed and terrorizing the citizens of Port Orange risking their life and limb.
My answer to question number one was I don’t want to sign a POPD complaint form. I said further to the Sargent that I mentioned my objections to signing a POPD complaint form are all over my letter dated February 6, 2015 citing my numerous concerns of the lack of independence thereby lack of integrity, the fact that it is controlled under the chain of command like the military among other reasons blah, blah, yada, yada, etc.
My answer to question number two was that I have not seen “Black Cujo” since the day the POPD came to my door and knocked on the door of the house where “Black Cujo” lives. My neighbor said he saw the dog; however, I don’t get out that much so I would not rely solely on my experience.
After I stressed the issues I brought to the POCO’s attention in my prior letter and told the Sargent that my issues would not be solved on this level, we agreed to disagree after about a 20 minute conversation. I extended my hand to the Sargent, we shook hands and the officers walked back towards the two POPD cars parked across the street.
I felt kind of sorry for them as I’m sure they were under orders to knock on my door and I think they were just doing as they were told. Don’t get me wrong, I don’t think they will be joining me at Hooligans or Applebee’s at happy hour for a couple of shots of Cuervo Gold and beer chasers any time soon; however, I think we made the best out of a bad situation caused by a bad decision to send them to my house in the first place.
The two POPD officers that knocked at my door without prior notice were very nice and polite and, of course, were nothing like the POPD officers I met on July 5, 2013 and were nothing like the Mexican ‘federally police officer’ depicted in the video of the movie “The Treasure of the Sierra Madre.”
At least the POPD officers did not detain me again for an hour like they did in Incident #130006568 dated July 5, 2013.
At least my daughter was not visiting me again like she was for Incident #130006568 at the Port Orange YMCA when I heard her tearful crying in a voice that sounded like she was 10 years old again. “Daddy are they going to arrest you?” My daughter was 38 years old on July 5, 2013. Thank God I didn’t have to go through that again and, of course, I will never forget it as long as I live.
However, as I described on page 16 of 18 of my letter dated February 6, 2015 the alleged pedophile who was mistaken for me was described as a brown skinned man, 5 foot 7 inched tall and 170 pounds and I’m a white man, 6 foot 4 inches tall and 250 pounds.
Oh yes, the real suspect to the alleged act of pedophilia escaped while the POPD held me under detention for an hour allowing ample time for the alleged pedophile to make his getaway. I guess that’s a logical mistake and on second thought, maybe not. I think even Toody and Muldoon could have done a better job. See page 15 of 18 on my previous letter dated February 6, 2015 for details on the reference to Toody and Muldoon.
Well at least the citizens of the greater Port Orange area can “take comfort” in the fact that an alleged pedophile is still roaming around available to prey on other little boys in the shower room of the YMCA or for that matter any other place in the greater Port Orange area and thereby terrorizing their parents who are citizens of Port Orange.
Dear POCO, please notify the citizens of the greater Port Orange area that the alleged pedophile may still be at large, unless of course the POPD has apprehended him and brought him to justice.
The best that can be said about y’all’s (POCO) response to my letter dated February 6, 2015 so far is woefully inadequate. I’m not intimidated in the least.
As best as I can decipher, the source of the mentality of the POCO so far may be described as a political tactic commonly referred to since my childhood as monkeys that “hear no evil, see no evil and speak no evil.”
Historically the three monkeys are Mizaru, covering his eyes, who sees no evil; Kikazaru, covering his ears, who hears no evil; and Iwazaru, covering his mouth, who speaks no evil. Sometimes there is a fourth monkey depicted with the three others; the last one, Shizaru, symbolizes the principle of do no evil. He may be shown crossing his arms.
The three monkeys’ proverb was originally intended to say you should focus your eyes and heart on doing good and doing no evil. However, in the western world the saying “hear no evil, see no evil, speak no evil” has been changed to a different meaning; used to describe those who feign ignorance. The monkeys pretend to be good by ignoring the bad. The idea is that if they ignore the evil “see no evil” they will be seen as good people. Often in politics, if politicians ignore a bad issue they cannot be criticized for it.
I could be mistaken; however, the proverb appears to be at the quintessential core of the thinking of the POCO based on the current events. Only time will tell whether this is true or not.
I take this opportunity again to turn the attention of the POCO to my letter dated February 6, 2015. Please read the letter again for comprehension this time and act on the issues addressed in the letter as suggested. Minimizing the issues to a POPD complaint form and/or a dangerous dog issue is just not acceptable. Strong armed intimidation tactics don’t work either.
There was some Breaking News on the T.V. on February 16, 2015. Dear POCO: See this link http://www.wftv.com/news/news/local/former-deland-ymca-manager-arrested-child-pornogra/nkCP4/ for the report on the arrest of a former manager at the Volusia County YMCA on child pornography charges.
Let’s see, I emailed my letter to y’all on February 6, 2015 and the report says the FDLE arrested the Volusia County YMCA manager for child pornography the week after I sent out the letter. You see POCO, at least my letter got the kind of action I was requesting from y’all.
Maybe y’all can take a lesson from the FDLE and get some more action started rather than the usual apparent “pass the buck,” “reluctant primate” routines. The FDLE, now there is an organization that gets things done and gets the right guy.
Maybe if I send some more letters, I can do y’all a favor and close out some of the Cold Case files for local law enforcement.
That arrested manager of the Volusia County YMCA might be the guy that intentionally and incorrectly “fingered” me at the Port Orange YMCA on July 5, 2013.
Maybe he fits the description of the 5 foot, 7 inch 170 pound man given to the mother of the kid who got grabbed and gave to the POPD officer on July 5, 2013 after my hour long detaining.
Maybe after I send this follow up letter the FDLE will finally investigate the POPD management team like I’ve been saying all along.
Did y’all see in the video the representative from the YMCA tell the reporter that the people at the YMCA are a “family?”
Maybe they are a “family,” but certainly they display certain characteristics of a dysfunctional family.
After all, the report indicates the YMCA management team hired the alleged child pornographer and maintained his employment for more than 10 years. The management team at the YMCA also said they did nothing wrong in my case at the incident of July 5, 2013. The YMCA management team blamed the POPD for my detainment and my daughter’s distress. It seems that is what certain management teams are good at . . . pointing fingers and ducking responsibility.
Well my daughter sometimes talks to me about something called ‘karma’ and what she means is what has been clarified by Florida Bankers for years in their well-worn phrase, “What goes around comes around.”
POCO, please perform your job functions of planning, directing and controlling City of Port Orange employees that y’all were elected to do and what you are paid for. Also, please ensure that everything is being done to protect, defend and serve the citizens of Port Orange, especially defenseless children. Trying to intimidate adult citizens of Port Orange with “surprise night tactics” in response to a letter brings only shame and disgrace to the City of Port Orange. Those tactics do not work here at my address.
I do not want to accuse the POCO of being advocates of bullying tactics, circumventers of responsibility and unenthusiastic primates; however, if the shoe fits, wear it.
