Please note that this is the Second Draft and has not been published. The next meeting of the advisory board is on the 30th and we are expected to be back and forth with this before that meeting.

I have attached DRAFT 2 of the City Manager Job Announcement for everyone’s review. DRAFT 2 reflects the feed-back I have received from you pursuant to your receipt of DRAFT 1 on March 2. The wording, sentences, etc. highlighted in YELLOW reflect new wording, additions or changes. The items highlighted in RED reflect what you recommended be removed from the final document.
Also, I would like to remind the Committee Members to NOT HIT THE REPLY TO ALL BUTTON WHEN RESPONDING TO ME AND THIS COMMUNICATION, TO ENSURE COMPLIANCE WITH SUNSHINE LAW REQUIREMENTS.”

There are three essentials to leadership: Humanity, clarity, and courage
.
Humanely practicing the virtues of the Way promotes he influence of the teaching, pacifies those in both high and low positions, and delights those that pass by.
Someone with clarity follows proper behavior and just duty, recognizes what is safe and what is dangerous, examines people to see whether they are wise or foolish, and distinguishes right and wrong.
The courageous see things through to their conclusion, settling them without doubt. They get rid of whatever is wrong or false.
Humanity without clarity is like having a field but not plowing it. Clarity without courage is like having sprouts but not weeding. Courage without humanity is like knowing how to reap but not how to sow.
When all three of these are present, the community thrives. When one is lacking, the community deteriorates. When two are lacking the community is in peril, and when there is not one of the three, the way of leadership is in ruins.
I could of told you it was in ruins way before all that.
The only way change will occur in this city is from continued substantive scrutiny from the the so called activists on the existing problems we know well. Unrelenting pressure from day one on the new FCCMA city manager is necessary. Continued pressure on council to take action and protect the taxpayer. We will get nothing new here in terms of talent or mindset I am afraid with the new manager.
With the economic upturn what’s left out there in the pool of available candidates is probably going to make Kisela look good. Remember he was” the best”on the short list back when we had more applicants to choose from. These folks just get churned through the taxpayer’s wallet moving from place to place until their specific brand of incompetence is uncovered…then they move on. Pretty nice gig for them. Nice golden parachute at the end too. And these “headhunters” are doing nicely as well at the taxpayer’s expense. Hell of a business model. For them. FCCMA guys as well in most cases. The whole deal is just one giant taxpayer financed family business.
Sooo…Noftall, Gardner, Schaefer, White, Menocal, Springer and Nelan et all all need to keep the heat on with our friends on the inside providing intel as they can.
Council apparently cannot or will not hold anyone accountable. Nothing has changed since the election. Our only “achievement” to date is By God..we are going to renovate Cypress Head Golf Course. Infrastructure, walk lights, flooding, berm investigation, holding vendors accountable, meters, reclaimed lake, finance, record keeping, utility fund misappropriation, mowing, etc…..no changes. It’s dysfunctional “damned near fraud” Port Orange business as usual.
So keep on keeping on citizen activists….the drip drip drip of revelation will finally hit critical mass. We know there are things yet to be uncovered. And we have our “working list” still in place.

Your statement that Council cannot or will not hold anyone accountable could not be more true.
They have difficulty with the tough decisions and many times say while they don’t agree with an issue, they turn around and vote for it.
Don’t they realize they represent the citizens ? Their fiscal knowledge and decision making has always been questionable.
The good and the corrupt are opposite – we cannot but distinguish them. The good maintain truth, virtue, benevolence, and justice to take their stand. The corrupt are devoted to power and profit, and do things by flattery and deception.
The good accomplish their will and always put into practice what they learn. The corrupt, occupying rank, mostly indulge their selfishness, jealous of the intelligent and envious of the able; hey indulge their cravings and grasp for material possessions, and their is no telling how far they will go.
Therefore, when there are good people there, a community flourishes; and when corrupt people are employed, then the community declines. If there is even one corrupt person present, it is surely impossible for there to be peace and tranquility.
Council is so far in over their heads in terms of knowing what to do we will soon need sonar to find them.
The only plan Council has ever shared with anyone is to hire a really really good manager and he or she will fix everything.
If you think that is being to glib, then go ahead and ask Bob and Don and Drew and Scott about their ideas and solutions, AND THEN come back to this blog and tell us what they had to say beyond …. hiring a really really good manager who will fix everything.
It’s a soul killing errand our councilmen are on up there on that dais…..how far can people drift from their personal moral compasses before they start to go crazy….or get sick…literally…….and I hope one of them…any of them….has the courage to say what Peter Finch says in Network…..”I AM MADE AS HELL AND I AM NOT GOING TO TAKE IT ANYMORE”…..and then take action….stop voting for this bullshit….make your own motions…make a stand on every motion you know is bogus…..refuse to play the mayor’s game…stop letting Margaret Roberts manipulate the discussion on the mayor’s behalf like she did over the Golf Course architect ..she managed to stop the 3 amigos from following their consciences…clearly they wanted to stop the process and look at other options for the club house…..Margaret jumps in and strongly cautions them…….”tabled”…nicely done Maggie…so easy to resurrect that one when the mayor is ready…everyone has already agreed in principle….she has learned at the master’s side…
…..Our guys are sitting up there making nice and often have little understanding of what they are voting for…or its ramifications for the city and the tax payer…so gentlemen…hope somebody up there can “man up” and say this ..see link below….certainly it will be awkward and uncomfortable….but someone has to have the courage to do it…who knows..if nothing else the councilman who finally has the courage to do this may find that his ratings spike like they did for the Howard Beale character in Network…..God knows I will stand up and cheer…I think people in this city are desperate for a profile in courage…HELP US ELECTED OFFICIALS…PLEASE …

Henry, agree with him about what? All Ted does is spew out a bunch of rhetoric. Have you ever seen him actually spell out exactly what and how he would do anything differently, that he would actually have the authority to do and would be legal? Yeah, me either!
OK Ted! Since you have all the answers, perhaps you will finally tell us exactly what you would be doing differently. So tell us 10 things, in order of priority that you would be doing differently right now if you were on the council. Let’s hear the all knowing Ted Noftall’s Top 10. This should be great!
Well Hank, there you go. Three days passed and Ted came up with nothing that he would do differently. This is likely why he was never elected and never will be. Too many people see him for what he really is, and it is certainly not a positive solution oriented leader. Hank, don’t sell your self short and hitch your wagon to Ted’s horse. You are far better than that!

I don’t think they want a new CM who will fix everything as much as one they can place blame upon. If they would take time to realize that they are the decision makers and we hold them accountable.
I think they are well known for defecating on really good managers. They are probably looking for a really bad manager, et al an FCCMA hack, or perhaps a really really good potential scape goat with a spurious past and a short born on date like many of the other hacks they have been importing. Anyway, the administrative services director is dutifully orchestrating the selection process for the mayor similarly to the way she has orchestrated the farce of a study by Cody and Associates.
Ted I think has asked for a strong mayor type of city government. I have been in doubt in the past as to how things would change. Right now we can vote the mayor out or any city council member for that matter, and still no accountability is being put in place. The city council can always blame the present city manger or the former city managers, and the city managers can always claim they take directions from the city council members. May be if we can vote for our city manager things might get better? I do not know what the solution is. This unaccountablity game is rampant almost everywhere. The powers to be find an instiutional way to insulate themselves from accountability. Even when citizens point the damage to individuals in the city of Port Orange, the wrong doers are allowed to resign gracefully, or retire luxariously. In my old profession, but admittedly times have changed, if the guys were doing their jobs satisfactorily, we left them alone, and they appreciated it. If parts of the field were not doing their job we may it uncomfortable for them until they shaped up. Now I think that is called “a hostile enviornment”. There is no hope I think. I don’t accept it, and rant that I don’t like it, and expect to go to my grave cursing all the unaccountablity in this world. ” Judge not least you be judged”, is part of the problem. To gain friends and promotions do not offer corrections and constructive critizism. That is not the generation I come from, and of course I am out of step with modern day values and perceptions. Enjoy your next fish sandwich at McDonalds after you had ordered a chicken sandwich. Too much to ask for said defeated Sonya Laney. People do make mistakes. People do make mistakes. Peope do make mistakes. People do make mistakes . What has changed is that it is now socially aggreable to accept such mistakes. In the case of Port Orange, that means over and over again, over and over again, over and over again. Long live the real estate value in the Cypress Head Community. When considered among all the priorities for the city of Port Orange, the affluent Cypress Head community must be supported by tax payers so that Cypress Head’s real estate values will remain high and not deterioate. Hank, your words are wise and common with the years you have logged in. However, that does not always mean our individual perspectives should be imposed on others who share a different perspective. Case in point. I would imagine that you were raised in an era when your word and a strong hand shake meant everything. In fact, your word, honor and integrity may have been all you had at times. So think about the Cypress Head issue a bit differently for a moment. Clearly the City entered into a commitment many years ago (right or wrong for doing so another issue). Homeowners bought into that vision and made one of the greatest investments people can make in their lifetimes, buying a home. The homeowners have paid their grossly inflated taxes, HOA fees and have maintained a very high quality community. In other words, they have kept their commitment, honor and integrity in the deal. Shouldn’t the City be doing the same to hold their end up? Or would you rather see a local government that has no honor?
It is not a perfect situation, but look around this county we live in. Is there really another city that you would rather live in? So maybe our city is actually getting the job done much better than some profess.
What about honoring implicit and explicit social/moral/fiducuary contracts with the rest of the taxpayers in this city? Such great solicitude for those noble folks out in Cypress Head who played by the rules. So have the good and decent homeowners on Ruth Street and Powers Avenue and in Sleepyhollow and other repeatedly flooded areas of Port Orange played by the rules. Where the hell is any sense of urgency for us from this council? Our homes will flood again..and again..and again. Think that is helping our property values or peace of mind or sense of fair play? We are not as affluent. But taxpayers just as well with assumptions made that our city would protect us. Think I bought my home knowing it would flood? I certainly did not. And then there is that pesky issue of a flooded and closed evacuation route…called Dunlawton.
Dianne, I agree with you. I think those in construction, engineers and the like knew that nothing sill stop Dunlawton Ave. from flooding, even a berm, but they went a head with futile plans because it provided financial interests. Now it seems they are willing to admit that nothing can stop the flooding from construction north of us. But notice, the next consequence should be stop construction in Port Orange and north of us,is of course out of the question. Build we must. I remember when Mayor Green was born in this city and his family tended to farming. — hank
Thanks but no thanks Hank. I came to Port Orange as a young man, I have grown old here and I am not going anywhere. Most of the friends and acquaintances I met here in 1990 are still here today and each and every one of them have contributed to the betterment of our community in their own way.
Port Orange is a wonderful place to live, raise a family and retire. Its residents in overwhelming numbers including those who work for the city are model citizens by every measure and their commitment to living decent purposeful lives is what makes Port Orange the wholesome place it is to live and work.
In return I believe residents are deserving of far more than the Dis-function Junction City Government they are paying for and that is totally devoid of all responsibility and accountability as typified by some of your specific complaints above.
Until Council steps up to the plate and starts holding itself accountable for a pronounced lack of meaningful solutions, beyond hoping and praying the next manager will fix everything, little of substance is likely to happen.
What has this city achieved in the past two years successfully? …appropriated money to renovate the Golf Course. Period.
