Good morning Manager Harden,
In light of a the attached letter from QLH who designed, inspected and administered the Dunlawton Avenue Drainage Improvements project I would ask on behalf of myself and on behalf of thousands of other City taxpayers who have paid QLH handsomely over the years that you clarify the following.
1) Minor deviation
If in the opinion of QLH the un-authorized deletion of a 2,000 ft earthen, steel and concrete structure on the east and west sides of the Halifax Canal by the post office constitutes a minor deviation,
Then would you or they please clarify with examples how deviations are classified.
2) Continuing involvement
Considering the Dunlawton Avenue Drainage Improvements project, constructed as it was without the needed berm in non compliance with the permitted plans, failed miserably in a heavy rain event of short duration last September, and
Considering the I Know Nothing police investigation you commissioned to determine who decided and under what circumstance to not inform Council of this deletion, AND your subsequent lack of action since its release is little more than a bad joke on city residents, and
Considering that even the severely limited Pegasus Engineering Review of the missing berm you commissioned concluded that construction of the berm would have prevented flooding on Dunlawton Avenue, and finally
Considering that you have still not produced the long promised forensic review of accounting records so poorly maintained that you stated you were unable to determine the amount of the credit taxpayers received for the berm deletion if they received any credit at all.
Then please explain to the people why QLH has any continuing involvement with the oversight of this project.
3) Citizen oversight
The suggestion by QLH that SJRWMD and Council have not handled this matter quietly which is to say sweep it under the rug, is because of citizen oversight to be an insulting representation of the low esteem in which you, your staff and your consultants hold Council and the people they were elected to represent. If Council excepting Bob Ford is unable to detect the insults they are repeatedly handed, the people suffer from no such limitation, AND if this assessment is too harsh,
Then please explain the softer inference the people should draw from QLH’s reference to them.

Seriously, you want Ted to be your advocate? He’s an idiot. He brings no solutions to the problems this city faces. Pretty much like White, the Gardners or Hank. It’s easy to find fault in any administration, it takes vision to create solutions. This blog creates nothing but a place that people post anonomously their complaints but nowhere for solutions. What could you do to fix the issues in this city?
Anonymous! What is your solution or solutions? Do you see no fault in our administration? What vision do you see to solve these many-many problems? Why are you on the blog? Have you helped solve or given any advise on how to solve any of our many problems? What could you do to fix the many issues in the city? There is so many BIG PROBLEMS in the city and we have no one that is accountable or really wants to fix them. Not the council, not the mayor or whom ever is the city manager at the moment. The past city managers, the part time department mgrs. and all the contractors have bilked the city so bad that we are having to pay for it in taxes. So I ask you, what can you contribute to help the city other than complain about others that are speaking out!

Way to go Mr or Ms Anonymous, spoken like an true blue entitled insider hack with a blame the messenger mentality.
Let me tell you that the messengers have created exactly zero percent of the problems in City operations. Those messengers you chose to call out have done nothing more than shine a bright light on a bunch overpaid department head prima donnas including their crony consultants with an inflated view of their own talent and importance, who are in continual need of hiding or minimizing their own incompetence that have cost taxpayers millions in waste fraud and abuse ..
You have requested some solutions. Here are 3 for starters.
1) Subject the Manager, his senior staff, and their long serving crony contractors to strict performance standards for responsibility and accountability with the clear understanding that anything less than competent performance including comprehensive analysis’s and presentations will result in demotion or termination.
2) Hire a CFO with the requisite experience and demonstrated ability; to design, implement and monitor meaningful internal controls throughout the organization, AND to prepare transparent budgets and track same through comprehensive quarterly and annual financial statements that are prepared on a timely basis.
3) Severely limit the ICMA Strong Manager form of government through Charter amendments, such that an elected Council has a meaningful legislative and oversight role, And an elected Mayor has a meaningful operational role,
AND end this rudderless dithering in which finding anyone who can be held responsible and accountable for anything is about as likely as finding a herd of unicorns grassing on the City Center commons.

Rudderless dithering is the perfect description of our Mayor and Council. Each time I watch a council meeting I get really disgusted by their performance. Except for Mayor Green Jeans who knows exactly what is going on, the rest of them accept any bullshit they get fed by Gravel Gertie, Miss Mousey, Help Me I’ve Fallen and I can’t get up and Peg Leg and their many high paid consultants Now they have a new Utilities Director and Public Works Director who will follow any directions given them in order to keep their six figure jobs. Believe me, it won’t be in the best interest of taxpayers. A thorough house cleansing of upper management is needed in order to get Port Orange back on track. The Parker/Green dynasty reeked much havoc and went undiscovered for many years. Now it’s all coming out into the light and what remains of their rein are plotting behind the scenes to hire another ICMA hack who will protect their interests and do what he is told.
