Something Smells Fishy ?

Wait a minute !  Does something smell fishy here.   What do you think?
 Below are copies of 3 emails that were drafted; composed; transmitted; read and replied to all within 20 minutes on Thursday August 22, 2013 ( Wow )
Moreover,  there is a time stamp included with these emails that indicates they may have been  transmitted on Monday, April 8, 2013 at 8:35 am   WTF?

Dear Mr Vacchiano,
One of the items up for discussion at tonight’s meeting of the Port Orange City Council is deletion of the berm from the Dunlawton Drainage Project.  As you no doubt recall, the FDOT had a $1.5-million investment in the project based on the assertion by project engineers that it would eliminate or greatly mitigate flooding of SR-421 (Dunlawton Avenue).  The fact that the project did not accomplish its flood prevention goals has been linked to the fact that the berm was deleted from the project under murky circumstances.
As you can see from the attached meeting-discussion items, Interim City Manager David Harden notes that “there are four or five engineers who have now recommended or supported not building the berm.”  You are one of that group of four or five.
Representatives from your Department have attended Port Orange meetings in the past and I thought this one might also interest you.
