On 12 Dec 2014 in response to weeks of questioning regarding your rather incredible e-mail of 14 Nov 2014 in which you stated ” …. it is impossible to know the total credit due or received by the City. ” you instructed your Finance Director to provide credible answers to a series of questions ending with;
When Mr. Gianinni recommended approval of Change Order No. 1 ( Final ), on behalf of QLH, did QLH have proper documentation to assure themselves, as representatives of the City, that Masci Corporation had given the City correct credit for deletion of the berm ?
Beyond your 30 April 2015 admission that you failed to post relevant accounting correspondence to the read file that you received from QLH on 21 Jan 2015 all we have received in response to your questions of 9 Dec 2014 have been excuses and delays.
A review of a contract this size should have taken a day or two maybe three at the most and not the 6 months this has dragged on. As was the case with the flood modeling question, your desire to obfuscate the berm deletion credit to mollify Mayor Green has allowed this matter to become another embarrassment for the City, AND once again your patent refusal to insist these questions be answered credibly gives the appearance that you and the Mayor are a bunch of crooks intent on covering up the fact that the recordkeeping for this whole contract was sloppily administered and poorly documented.
Now earlier today in response to an engineering question you advised that you had given QLH license to ” respond as they see fit ” and I am wondering as regards the forensic accounting review do you ever intend causing this report to be completed, OR when the questions become pointed enough will you again invite QLH to respond as they see fit ?
The manifest distain with which you all hold safe guarding taxpayer interests is disgusting.

There are two “relationships.” 1) Ms. Bowling’s husband serves on the City’s Parks & Rec Board (Mark Bowling). 2) She knows Fred Griffith through her son’s Boy Scout troop.
We are not aware of any conflicts.
I will send you a copy of the executed contract as soon as I receive a copy. My understanding is that that Mr. Harden will sign it since it is under $25,000 but Tracey can correct me if I’m wrong.

As you can see from Mr. Neff’s report to me, we agree with you completely that, “this whole contract was sloppily administered and poorly documented.”.
So there are no other investigators in the entire county of Volusia who doesn’t have a relative on a city board or personally knows the person investigated. Are you kidding me! This is laughable if it wasnt so pathetic.
