    Hank Springer comments on the report by Andrew M Neff. WOW!
    Skillfully Chronicled, Especially awe-inspiring:
    I will leave it to Ted Noftall, Mark Schaefer, Mike Gardiner and Newton White to go over it with a magnifying glass. But I for one am impressed with seemingly how inclusive this report is.

      Henry, you were knee jerk impressed with David Harden from day one until it became abundantly clear he was an obfuscating fraud. You also disrespected anonymous posters who new this and communicated it all along. Now that you have disrespected those in the know all along, you creep out of the slimy rock you had previously crawled under and come out acting like you outed Harden yourself. You made a pledge never to post on this website again. You have shown yourself to be a hypocritical liar. Now you are back with your knee jerk endorsement of Andrew Neff. I will tell you this, that in the very near future you are going to find out he is an obfuscating fraud who is in the process of doing irreparable damage to the city. Then hopefully you will be man enough to admit you have once again been knee jerk wrong in your premature endorsements, and then keep your promise and stop posting on here as you swore to earlier and crawl back under your slimy hypocritical rock.

      You can bet your bottom dollar that Mr. Neff did not produce this compilation of data but it was some senior staff members who were passed down the responsibility from the manger’s office and directed to accomplish the task by Neff. Mr. Neff can hardly take a dump without needing to have his ass wiped for him by some staff member. What you are seeing here is a well timed acknowledgement that the gig is up and a need to produce a scapegoat to offer up while insulating others in high places that are most responsible. Noftall and Gardener’s persistent pressure is finally forcing the city manager’s office to produce a scapegoat which is the process upper management escheats to instead of holistically dealing with the internal real problems and finding the person at the right level of the organization who is truly responsible which is almost invariably one of them.
      Think of how Kisela, Mary Anderson, Wayne Saunders and Shannon Lewis stole out of here before they faced any accountability. The problem of lack of accountability still exists and is growing worse, and the problem is that these managers that we procure are either not being properly vetted or that these ICMA hacks are intentionally being procured by the administrative services department for the mayor to rebuild the old obfuscation team with a group of new hacks that support special interest politics barked from the mayor’s office.
      Each time a new one is imported with a new angle to try to portray themselves as transparent to the citizens of Port Orange and the tea party activists while searching for their next scapegoat, they will be actively trying to shield themselves from transparency and accountability. Once this escalates what follows is systematic collateral damage throughout the workforce in the way of scapegoating. These same new faces like Mr. Neff are welcomed with open arms by Henry Springer and touted as the next best thing since sliced bread until they show their true colors. Until that time old Hank will criticize anyone speaking ill of them, and then when it becomes abundantly clear that he has been fooled, he will wait a while and post as though he was the one that discovered their deception. STAY TUNED, THERE’S A BAD STORM ABREWIN, AND IT’S FIXIN TO COME ASHORE SOON!

    The pic is Mr Gomez not Neff. Neff is the dude that looks like Droopy the Dog. Looks like he nabbed one. He’s the hired gun that is destroying employee moral. I wonder how many more he runs off before he ends up back before the ethics commission.

      Your right, that is not a picture of Neff. That is Joseph Gomez, and Mr. Gomez is one of the very few good managers the city has. He is a professional and a real decent guy. Thanks for pointing out that this is not a picture of Neff but is Joseph Gomez. Mr. Gomez has integrity and you wouldn’t want to get him mixed up with someone of the likes of Neff.

    Well I’ll be dammed, I was not a fan of Noftall, but after this critical report on the state of affairs with this city’s management team I may have to change my opinion of Norftall.
    I always assumed that Mr. Noftall was a little over the top when he criticized the city management team for incompetence, coverups and lack of internal controls in city operations.
    Well this internal city report changes my view of Mr. Noftall.
    It is appalling how some in city management are so cavalier with the taxpayers funds.
    It looks like the city has a entrenched Good old Boys club thriving with city management, consultants, and contractors working in collusion to rip off taxpayers.

      You are the latest in a line of people who have changed their mind regarding the inquiries and comments I make once you come to understand first hand the level of incompetence and corruption that exists in Port Orange government ……. AND YOU HAVE NOT SEEN THE HALF OF IT YET.
      As of this date Manager Harden is delaying acceptance, so he can delay release of an accountants forensic review of the same material covered in the Neff report that was released on Friday.
      The senior administration of this City is rotten to the core in the half truth analyses and presentations they have presented over the years to accommodate the self serving schemes of Mayor Green.
      Welcome to the struggle to achieve for a government as good as its people here in Port Orange.

    Call me a pessimist but considering the short amount of time that Mr. Neff has been with the city and has never before been involved in utilities even though he was given the job of Utilities Director I seriously doubt that he produced this report. He must have worked his subordinates asses off in order to compile this extensive information.

      I don’t think you have to have knowledge of the PO utilities department to write this report. you just have to put the pieces together which Ted, Mike, ect did months ago. I think you all give the Mayor waaay to much credit for all that he supposably controls. It is ineptness in government employees not some major scheme to defraud. You are giving them to much credit.

        Think about another capital project debacle that has been going on for some time now and you might think differently. Who do you think conceived of the idea and methodology for the reuse augmentation lakes out in the well field?. Do you actually believe the idea and malfunctioning design was conceived of by inept public utilities employees? If you do then you are misguided and ignorant. The three people that conceived of and/or designed that $20,000,000 debacle was the mayor, Ken Parker, and QLHA’s president and resident engineer. That was done against the collective recommendation of public utilities senior staff at that time. Yes, there may have been one senior utility personnel who dropped the ball on the flooding project and he is not held in high esteem by his colleagues, but this person has always been held in high esteem by the mayor, the city manager, and QLHA because his employment and high salary was awarded because of his willingness to rubber stamp anything the mayor needed him to, cover his ass, and be available as a convenient scapegoat stooge if things went south and were exposed as they are now. Why are you always willing to give the mayor and upper management a free ticket simply because they always have a scapegoat?

          It sure as heck not been myself and the other activist Citizen For a Better Port Orange.
          I have been on the Mayor, his Manager, his accommodation department heads and his crony consultants and contractors like yellow on a banana for years.
          The only people giving these frauds and phonies a free ticket have been the good people like you and the other bloggers who have not been demanding transparency and accountability from the Mayor and his pocket votes on Council.

You and I know that most of these major debacles have their inception in policies originating from the mayor that are funneled to the city manager’s office and become the new party line of the city administration.
            We also know that most senior management that has been hired is vetted the same way and is procured to perpetuated that mayoral special interest and obfuscation necessary to insulate the mayor and his cronies. There is always some high level bozo employee to rubber stamp things who is temporarily rewarded by the city manager’s office that if needed in the future can be conveniently given up as a scapegoat. It is not technical staff in general that is incompetent but the administrative staff and their bozos that serve the purpose of the mayor and the city manager.
            This is generally done by one of the mayor’s administrative dream team to give the disingenuous appearance of accountability. So I think you misinterpreted what I posted and who it was directed to. Ask any of his colleagues and they will tell you they do not respect old peg leg and they are fully aware that he is the mayor’s rubber stamper and fall guy as needed. Neff is just taking advantage of this opportunity to provide a scapegoat and ingratiate himself to the city council and the activists. He is just as committed to opaqueness and obfuscation as the mayor and the city manager is but simply wants to avoid getting caught on the wrong side of an obvious bad revelation. This is much like knowing when to disassociate oneself from a scandal that is about to be revealed and taking the opposite position preemptively in anticipation of the fallout. Something like the time one administrator was pole axed for failure to disclose a $450,000 over spend on a contract and another administrator’s overspending by many dollars on an IT contract received accolades by making the discloser before its imminent and inevitable revelation. Timing is imperative when you are offering up a scapegoat and a potential malefactor becoming a hero is all about timing.
