I agree with Mr. Noftall completely. This way of dividing employee costs between funds is something we inherited and wish to change as quickly as possible. But, it has not yet reached the top of our priority list.

The City Manager and his Finance department frequently combine 2 or more objectives and in so doing confuses both. In this instance 2 objectives are in play and the Finance deserves an F on both
* the City needs to present the proposed payroll on which citizens are to be taxed in a clear and concise manner. Taxpayers should not have to hunt and peck across 36 pages to determine an employee’s total remuneration.
* Distributing payroll expense internally is a standard feature of cost allocation but to be accurate and informative it needs to be done after the time has been expended via the exact kind of billing software used by every Attorney Architect and Engineer in town. The City’s meat cleaver approach of arbitrarily determining at the beginning of the year that for example 70% of the Public Works Director salary need to be charged to drainage is not particularly helpful.
Think of the City payroll as being allocated to different cost centers, Rather than being ” split up a between different funding sources ”

    Hank,
    With the resignation of the long serving Finance Director in the fall of 2012 no one and I mean no one attempted to further deny that the Finance department was anything other than a scandalous mess that had been run in a slovenly manner for several decades.
    Fast forward 2 1/2 years and we have Manager Harden admitting they are still using the slapdash, slipshod, haphazard design and formats that were established during that long serving Finance Director’s careless lackadaisical tenure.
    The difficulty with Mr. Hardens priority list is that no one beyond he and his staff know what it consists of. At no point during his own tenure did Mr. Harden ever discuss the shortcomings in the Finance department, AND even more importantly at no time did he ever disclose a time line for correcting same, OR ANY mile posts against which those corrections could be measured.
    Thus we left with little beyond our imagination regarding positive improvements in Finance AND plenty of protestations if we imagine anything else.
    The hard working taxpayers of Port Orange have been hosed, are being hosed and will continue to be hosed until the City’s Financial budgeting and reporting is presented in a comprehensive and transparent manner.
