I have not received a response to the 5 questions posed in the e-mail below.
Will you be providing those answers including information relative to the size of the work crews you deploy for various tasks, AND how it is you assess the efficiency and productivity of those crews prior to the budget hearing on Tuesday evening ?
I am disappointed that nowhere in you various presentations have you ever addressed the efficiency and productivity of the staff employed in Public Works – only the need for even more staff.

Good afternoon Branford,
As regards the attached memo can you please advise:
1) Where are the locations and sizes of the respective parcels that constitute the 15% your department will continue to mow ??
2) Have you prepared a budget in terms of manpower, equipment and costs required to service this mowing ??
3) Why were these areas not put out for completive bid ??
Additionally in the last short while I observed a truck marked Drainage with a trailer attached and an operator mowing around a medium sized retention pond west of Nova Road. In addition to the mower operator two other city employees were sitting on the tongue of the trailer. This situation remained un-changed for about the 30 – 45 minutes it took me to go to and return from a local job site.
My questions and they stem from the one I raised at the Tuesday evening budget is:
4) How do you set the size of your work crews ??
5) How do you measure their performance ??

    You all want things done. How are we supposed to get things done with no money, no equipment? MAGIC!
    7 year backlog is right. How long do you think it takes one crew to dredge a pond? Do you know that stormwater maintenance means maintaining ponds? Maintaining requires mowing! The crew of 3 that mows. Mows ponds! Canals! 1 menzi to do every ditch. 2 weeks after doing a ditch, the grass grows back! So should we mow it 7 years from now? No! We have to go back and mow it. During the summer that is the routine. The only real progress is in the non growing months. Take that and the fact that the Menzi being mechanical breaks down. Then the parts take a week or 2 or 3 to replace. Now if you want to buy another muck or maybe if they gave the director the gradall he wanted(they didn’t). Things don’t get done by magic. They get done by hard working men and women who work their ass off everyday for a wage that is below living. Keep attacking every person that works for the city. No validity to someone that attacks everyone.

      If the drainage/mowing crews in PW are working more than 4 hours a day between driving around, morning brakes, more driving around, lunch hour, driving around, afternoon brakes, more driving around and then quitting time I will eat my hat.
      Go cry us a river somewhere else.
