Good evening  Manager Johansson.
At the 53:15 minute mark of the January 18 2011  Port Orange Council meeting  Council  crafted policy regarding posting the Managers e-mail on the City website.   That policy was continued from 2011 until shortly after you were hired when you discontinued same.
Whether you were aware or not aware of that  Jan 18th 2011 policy,  the fact remains that —
You changed a most important policy,  that  Council had previously made in public,   after conducting a series of  secret conversations with individual council members  …… AND IN  SO DOING  you denied to city residents an important  element of Government In The Sunshine   which is :   excepting only  those items specifically exempted by statute  the people not only get to see their municipal governments  make policy,  but they get to see the basis on which that policy is made.
The issue at this point is not the e-mails themselves as the Citizens Activists for a Better Port Orange ( CABPO ) are hosting same on the  port-orange.us   web site  ….. AT Minimal Cost I would note,  which reinforces suspicion  that your motivation  really had more to do with eliminating the embarrassment factor  for yourself and Council,  than your stated concern with excessive costs of about  $ 2,000 per year.
Rather the issue is one of whether you will be held responsible  and accountable for an  action was  not in keeping with the spirit of open and transparent government. 
IF  YOU  do not hold yourself  accountable  for this most odious  action  city residents will have every  right to be concerned  that it will be business as usual in Port Orange government with no one being held  responsible  and accountable for anything,   and if you do hold others  accountable  that you will  have  acquired un-needed baggage  of being labeled  as a  do as I say  not as I do kind of manager.
Neither perceived  scenario is  in the best interest of Port Orange.
I would urge you to set this matter straight today,  through an open e-mail exchange with  Council and in follow-up at the next public Council meeting.
Thank you for  considering  what will be a defining event in your tenure as CM.

    Ted, I would like to be optimistic but I do not believe that this imported egomaniacal narcissist is going to set anything straight. I think he is probably engaged in strategic counter activist planning and covert action as if you were a middle east insurgent that needs to be dispatched and overthrown from mission objectives he received from Dick Cheney. In this case the mission objectives are from Allen Green, the Florida League of Cities, the Chamber of Commerce & the Port Orange special interest business coalition, facilitated by training and intelligence from the I.C.M.A. special tactics unit in which he has received his training. Many of the employees inside the organization that I believe you respect have already summed Johansson up and identified him as all fluff, talking out both sides of his mouth, does the opposite of what he says, hyper opaque, arrogant to the point that he is a law unto himself, and one who is systematically establishing a management team of automotons who will not question the mission that he has received from Allen Green. His immediate affiliation with the ICMA, Chamber of Conference, and hypocrites for lunch bunch with the Florida League of Cities shows you that he is with the party line on mission for the continuation of the very thing that we all feared would be thrust upon, taxpayers, employees, and honest citizen stakeholders. The propaganda and rhetoric that is being spewed about this interloper is enough to make you puke. I do remember your initial optimism about him being a military commander coming in to set all the malefactors straight, but I think you have enough critical thinking now to realize that this a is a crock of shit. The only people who he is going to straiten out and disenfranchise is all the people that are doing the work for him inside the organization and the taxpayers footing the bill. Jake Johansson is behind special interest, upper managerial interlopers that he can mold into his automatons, and the systematic destruction of organizational transparency. I think that you, Ted Noftall should explore meeting with the rank and file and mid management employees that do all the day to day work and garner their support in order to get elected in 2006, rock the house, and finally clean 1000 city center circle up.

      It seems you create issues and want to micro manage the city. This is a big city with many moving parts that need managing.
      You would be a scary mayor.

        The only thing scary thing here Onlooker 2 is your lack of concern with open government.
        I am sure the Mayor and Manager will be glad to know you have their back any time they want to change policy in secret without public discussion that was previously. made in a public council meeting.
        More of the strong principled leadership I have seen from Ted over the past half dozen years is exactly what Port Orange needs in 2016

    Why do you want the emails so bad. No other city or the county do it. What do you thing you are missing? You go to every meeting and request every piece of paper created by the Manger.

      You are right Takebackportorange I attend meetings and use the FOI statute and could probably do without these e-mails BUT the read file was not created for just me, RATHER it was created for everyone including those who only look in on City operations infrequently or if they are tracking a particular issue AND as the News Journal editorial said ” What once was free and open is now behind a gatekeeper ”
      Now tell me why you or anyone else would want What once was free and open to be behind a gatekeeper ??

          Lets here it for Ted Noftall in 2016! We do not want Lance Green. We do not want Don Burnett. We do not want Dennis Kennedy. We do not want Drew Bastian. We do not want Scott Stiltner. We need a new mayor and a new city manager and some new administrators. Lets vote for Ted Noftall and clean city center cesspool up once and for all!
