Did City Staff Fool The City Council Again?

Dear Manager Johansson,
At last night’s Council meeting I raised a couple questions regarding the “leadership training” item that were left unanswered after the 5-0 vote to approve the item.  I did not raise the questions in a frivolous manner nor do I consider them a waste of time.  By the same token, I freely admit I can be reading the information wrong and drawing erroneous conclusions from it.
Please take a couple minutes to set the record straight about these points of confusion:

  1. The request appears to be for $28,824.00 ($22,716.00 for mid-level supervisor training and $6108.00 for Department Head consultation).  The Agenda Item commentary seems to imply that the City can get grant funding to cover $20,000.00.  However, the actual grant application shows Instructor Wages totaling $42,716.00 ($22,716.00 from the City and $20,000.00 from the grant)–see the first page of the attachment.

  2. The Agenda Item commentary as well as statements from Mr Neff at the meeting indicate that the training is to be given to mid-level supervisors and foremen in the Utility Department.  However, the actual grant application specifies that the employees must not be “earning a self-sufficient wage” in order to qualify for funding–see the second page of the attachment.

Can you clarify these seeming discrepancies?

    Mike,
    Thank You! You also stopped a million in useless studies for utilities. Apparently the agenda items were not complete. Thank goodness. That would have gone 4-1 had you not questioned it. Bob Ford seems fed up with consultants hence the one nay. You were promised the results of a previous study. Does anyone including council know what benefit or even the results were from that study. Or do they just know we paid some more consultants. What was the return on that deal.We hired this guy for big bucks to lead the department and all he has been capable of thus far is hire consultants for everything down to employee level training. And that appeared screwed up to boot. It is obvious he does not have knowledge pertaining to our utility. That clearly does not require the services of a consultant to see. And why was this engineer hired anyhow. What has he personally accomplished. Was the study you requested of him related to flooding? It all was very confusing.

    does any of the documents say the total number of hours of their speech. none of the councilmen ever asked.
    Also can we find out if the $20,000 grant provider is affiliated with the consultant. If so these no-bid consultants sound like used car salesmen { we will give you a $48,000 speech for only $28,000
    And our counclmen fell for it. LOL
