Twice In an interview Manager Johansson had with Chanel 9 news on 12-10-2015 it was asserted that the manager has the ” administrative authority ” to back charge city residents for under billing errors created by city staff.
Pursuant to Florida’s open records statutes please provide me with a written copy of the ” administrative authority ” Manager Johansson is asserting he possesses, ALONG with any Resolution or Ordinance that has been duly passed by Council addressing back charges for under billing errors by city staff.
As past replies to FOI requests have frequently been incomplete and inaccurate this request is being copied to both the First Amendment Foundation and to the office of the Attorney General so as to remind all concerned that in Florida transparency is not up to the whim or grace of public officials, but rather it is an enforceable right.

Wow, I guess Ted has the expectation that the City Clerk and other employees have no other business to attend to other than catering to his requests.
Things like this are indeed helping me make a decision at the voting poll in 2016.
Wow Concerned citizen your willingness to give the city bureaucracy days and likely weeks to admit that documentation authorizing Johanssons power grab does not exist is most helpful in discounting everything you are likely to say between mow and the election.
That it does not concern you that a spineless Council has said nothing about an authoritarian Manager,s claim of executive authority to back charge residents for city errors tells this audience everything it needs to know about the interests you represent.

In one of your recent comments you complain that is taken to long to get the Managers emails posted. – Then you turn around and post a 2nd comment faulting Ted for his recent query about a possible new city policy to delay replying to FIO request. Sooooo, which way do you want it? You can’t have it both ways.
Perhaps if there was a city council inquiry with depositions we could find out if there is really a new city policy to needlessly delay in responding to citizens FOI request [‘We’ll get back to you’] , and who is really behind that policy.
It boils down to – what is a reasonable time frame to fulfill such requests. That indeed is subjective. Along with Ted’s FOI requests there are also other FOI requests as well as routine everyday work that has to be performed.
So what is a reasonable time frame to perform accurate research and provide Ted’s answers ?
If there is indeed a concerted plan to delay or avoid fulfilling such citizen requests, I too would not be pleased.
I as well as many other voters find Mr. Noftall to be a very educated and knowledgable candidate but question his delivery and abrasive and condescending attitude at times. Maybe that’s what our council needs ?
In this instance here Johnasson has already said on camera that no written Ordinance, Resolution or Policy exists. Ted is wanting to get that statement in writing.
So how long do you think is reasonable to answer Ted’s e-mail telling him in writing that nothing exists.
At this point Johansson is of the reservation illegally back charging residents for city errors while council is to spineless to even open their mouth. We nee more like citizens like Ted.
Many of you are very loyal Ted Noftall supporters and I respect that .
There is a good side to him as well as a dark side. His diligence and probing into needed issues vs. his delivery and demeanor. His condescending attitude parralells that of our current Mayor.
If you want to see him successful in his election bid, this will need to be confronted and addressed.
I do not believe that anybody in a management position in government could be stupid enough to instruct any member of their staff to take any type of action to obstruct the intent of a state law.
If that ever came to light they would be exposed to some serious legal problems and loss of their position.
If you owe, you owe regardless of who made the error. The city is trying figure out how to address this issue that satisfies everyone. Can this be done?
