No Answer Is The Wrong Answer

ted0Good afternoon  Manager,
The e-mail below was sent to you with the good faith expectation that you would provide    detailed information as to considerations involved to submit and have a  ”  major plans revision ”  approved by the SJRWMD  for the  Dunlawton Avenue Drainage Improvements project should Council elect to not have the berm installed as currently designed and permitted.
That information was not provided  at the February 2nd 2016 council meeting and I would again call on you to provide this information at tonight’s special council meeting  so the people may understand the complete basis on which their elected representatives will be voting  on this important issue.
The  participants in this project have caused  its every aspect  to be embroiled in obfuscation and subterfuge.   They hope to do so again tonight,  the only difference being they are now in your employ.

Good morning Manager Johansson,
I to have a question  to which city residents deserve a substantive answer at tomorrow evening’s Council meeting.  This  matter has dragged  on  without resolution for over a year  with   consultant study fees and staff time well  in excess of $ 100,000
As you know the permitting agency  SJRWMD has determined that the   Dunlawton Avenue Drainage Improvements project    was not completed in substantial conformance  with the plans and specifications permitted by the agency.
AS SUCH   SJRWMD   has  given the City the option to either construct the berm as permitted. OR  submit  ‘major plan revisions’  for this project  for additional  review.
I would encourage you to review the attached e-mail with both QLH and your staff and be prepared to describe  with specificity
The nature of the  ” major plans revision ”    the City / QLH    has been preparing  for submission to the  SJRWMD   should the permitted berm not be constructed ??
Port Orange government was entrusted with millions of taxpayer dollars for this project with the honorable  expectation that construction would be completed  in substantial accordance with the permitted plans.
That did not happen,  AND  Port Orange needs to rectify this situation beginning with your assistance in  ensuring that  great candor and miniscule obfuscation is provided at tomorrow evening’s meeting.

    Well not UN-expectantly Manager Johansson at the 02-09-2016 meeting again chose to not disclose detailed information as to considerations involved to submit and have a ” major plans revision ” approved by the SJRWMD for the Dunlawton Avenue Drainage Improvements project.
    That means that either Green, Burnett and Stiltner who voted for a “major plans modification ” rather than build the berm were never provided with the considerations of a major plans modification OR they were provided that information in secret meetings.
    Neither of those eventualities are acceptable.
    Manager Johansson, perhaps because of his military background is proving to be a strong proponent for frustrating open government in Port Orange at every opportunity that presents itself.
    I on the other hand am a strong proponent of open government based on all I have experienced.
