Director Neff Again Asking Council For $Millions to Hire More Consultants

Good morning Manager Johansson,
 
I would encourage you to  cancel the proposed $ 1.2 million dollar Master Water Plan  in conjunction with the departure of Utilities Director Andy Neff.
 
The current  plan as proposed by Neff is  bogus for a number of reasons including,
 
*   It is  set to cost taxpayers  approximately 4 times what surrounding jurisdictions  are paying.
*  That  inflated price is programmed to be broken into a series of   ‘task authorizations ‘  to lessen Council’s objections.
*   It is  un-necessary at this time as the current Master Plan  runs through 2025
*   It’s  support level is non-existent  as all  Utilities staff below the deputy Utilities Director have been  shut out of the process by Neff.
*   Whose Master Plan this  would be is un-clear as the Scope of Services  appear to have been developed  by the consulting engineers.

    All good points that Mr. Neff should be confronted with at the next council meeting. Other good ponts to direct to Mr.Neff are:
    1. Was QLHA willing to update the existing water and waste water master plans for less than $250,000?
    2. Will QLHA be paid around this much as a subcontractor to assist Arcadis and Kimberly Horne to complete their $1,200,000 master plan?
    3. With no one from Public Utilities senior staff supporting Mr. Neff”s master plan will the city manager endorse, own, and take responsibility for this?

    What is up with this guy? .Why is Director Neff so desperate to continuously try to convince the City Council to spend millions on consultants?
    Is this a character flaw on his part or does he have some nefarious scheme with consultants to pursue personal ill-gotten gains?
